PSA readies Binalbagan, Cadiz for 2027 CBMS

BACOLOD CITY — The Philippine Statistics Authority-Negros Occidental has convened Community-Based Monitoring System coordinating boards in Binalbagan and Cadiz City as the two local governments prepare for the full implementation of the 2027 CBMS.
In Binalbagan, the PSA convened the municipal CBMS coordinating board on July 30, 2026, to discuss members’ roles and responsibilities and strengthen the local government’s preparedness for the 2027 undertaking.
The PSA said Hon. Emmanuel I. Aranda presided over the activity through his representative, Municipal Administrator Gaudencio F. Baja Jr., who served as chairperson of the CBMS Coordinating Board at the municipal level.
The Binalbagan release said 15 municipal board members from the local government attended and described PSA attendance as “five (2) officials and personnel,” an internal numerical inconsistency that leaves the exact number of PSA participants unclear.
Discussions covered the CBMS framework, including its legal bases, objectives, scope, implementation coverage, the local government’s operationalization of the system, possible data items, and the indicative date of data collection.
The meeting also emphasized the responsibilities of participating offices and the importance of PSA-local government collaboration in systematic data collection, efficient logistical operations, and compliance with CBMS standards and PSA protocols.
A major part of the Binalbagan activity was the turnover of the municipality’s 2024 CBMS data files, which the PSA said would strengthen local-level statistics and support evidence-based planning and decision-making.
PSA Negros Occidental Statistical Specialists II Ramon M. Locsin and Fredimar M. Gonzales, along with Statistical Analyst Ligaya M. Gillesania, officially delivered the data files to the municipality.
The PSA said the turnover and board convening were intended to make accurate and updated data available for long-term development planning, transparency, and effective public service delivery.

In Cadiz City, the PSA convened the 2027 CBMS City Coordinating Board on Aug. 6, 2026, also to clarify members’ responsibilities and prepare the local government for full implementation of the system.
The Cadiz activity drew 14 city CBMS board members, including office heads or their representatives, as well as three PSA personnel.
Its presentation likewise covered the CBMS legal bases, objectives, scope and coverage, local government operationalization, possible data items, and the indicative schedule for data collection.
The PSA also discussed the role of each participating office in data collection and logistical operations, compliance with CBMS standards and agency protocols, and capacity-strengthening activities available to local governments.
Engr. Gilbert V. Alparito, MPA, MPM, EnP, the city planning and development coordinator, delivered welcome remarks during the Cadiz convening.
The PSA said the Cadiz meeting reflected continuing collaboration with the local government to strengthen local-level statistics for community empowerment, crisis response, and poverty alleviation through social protection programs.
The Cadiz activity was covered by PSA Negros Occidental Reference No. PR2026-08-1845-149, released Aug. 10, 2026.
The CBMS is mandated under Republic Act No. 11315, or the Community-Based Monitoring System Act, which was signed into law on April 17, 2019. The law established a technology-based system for generating updated and disaggregated local data for planning, program implementation, beneficiary targeting, poverty analysis, and impact monitoring.
The law’s implementing rules and regulations were issued on May 20, 2020, and set out the functions of the PSA, local governments, and other partners in carrying out the CBMS.
