The Philippine Statistics Authority-Guimaras Provincial Statistical Office continued its advocacy for the wider use of the National ID System through a National ID System Integration Meeting at Guimaras State University-Mosqueda Campus on June 26, 2026.
The activity introduced university officials, faculty members, and staff to National ID Authentication Services, or NIDAS, and explored the possible integration of the services into existing institutional systems and processes to support secure, efficient, and seamless identity verification.
Through National ID integration, institutions may use authentication services to improve the accuracy, efficiency, and security of identity verification for students, faculty members, staff, and other stakeholders.
The services may also support student enrollment, scholarship applications, issuance of credentials, and other administrative transactions.
The program opened with welcome remarks from Analyn A. Janaban on behalf of Kert D. Pillora, RCrim, Ph.D., campus director of GSU-Mosqueda Campus.
In her message, Janaban conveyed the university’s appreciation to the PSA for the opportunity to learn more about the National ID System and its potential applications in enhancing institutional processes and service delivery.
Nelida B. Losare, provincial statistics officer of PSA-Guimaras, emphasized that the National ID is more than a government-issued identification card.
“The National ID is a trusted and secure proof of identity that empowers every Filipino to access various public and private services with greater convenience and confidence,” Losare said.
She said PSA-Guimaras continues to intensify the implementation of the National ID System through mobile registrations, issuance activities, house-to-house campaigns, and partnerships with various relying parties across the province.
“These initiatives reflect the agency’s unwavering commitment to ensuring that every Guimarasnon is registered and able to maximize the benefits of the National ID,” she added.
Losare also said that while the agency remains committed to registration and issuance activities, its focus has expanded to promoting the wider use and integration of the National ID across institutions and service providers.
She said the goal is to help establish a more seamless and secure identity verification ecosystem.
Jayson B. Tanaleon, registration officer II of PSA-Guimaras, discussed the salient provisions of Republic Act No. 11055, or the Philippine Identification System Act, and Executive Order No. 162, series of 2022.
Republic Act No. 11055 established the Philippine Identification System, or PhilSys, as the country’s single national identification system for Filipino citizens and resident aliens, while Executive Order No. 162 institutionalized the acceptance of the Philippine Identification or PhilSys Number as sufficient proof of identity and age in public and private transactions.
Tanaleon also discussed the various formats and uses of the National ID.
He emphasized that the physical National ID card, the National ID in paper form, and the Digital National ID are all valid proofs of identity and age and should be accepted for every transaction, subject to proper authentication.
Jared Xerxes F. Barile, registration officer III of PSA Regional Statistical Services Office VI, presented NIDAS and discussed the onboarding process, integration requirements, and potential benefits of adopting the National ID authentication system.
Barile said the system can help institutions facilitate secure, efficient, and seamless identity verification in their systems.
Barile also discussed the National ID eVerify platform and the integration process for relying parties, highlighting the importance of data privacy and cybersecurity compliance in adopting National ID authentication services.
During the open forum, participants raised concerns about the use of data privacy consent forms for future integration initiatives, the acceptability of the Digital National ID, procedures concerning lost and damaged National ID cards, the status of PVC-type National ID printing and issuance, and the procurement of biometric devices for National ID integration.
In response, PSA clarified that the procurement of biometric devices shall be the responsibility of the integrating institution.
“The integrating institution may procure the necessary biometric devices in accordance with the technical specifications and requirements prescribed by PSA for National ID authentication services,” Barile said.
PSA also informed the participants that documentary requirements, integration guidelines, and other relevant information may be accessed through the National ID eVerify Portal at everify.philsys.gov.ph.
Barile assured the participants that PSA will provide technical assistance throughout the integration process.
PSA reiterated that the Digital National ID and the National ID in paper form remain equally valid proofs of identity and age and should be accepted in transactions, subject to proper authentication.
PSA also clarified that the Digital National ID is designed to be stored on a mobile device and accessed through the eGovPH application when needed for identity verification and authentication.
Participants were informed that the printing of PVC-type National IDs is currently on hold.
They were encouraged to regularly monitor the official PSA and National ID social media pages for announcements on the resumption of card printing and other related services.
The activity underscored PSA-Guimaras’ continued efforts to promote the wider use of the National ID System and its integration into the systems of government agencies, educational institutions, and other stakeholders.
PSA-Guimaras said the initiative supports secure, efficient, and inclusive service delivery.
