BACOLOD CITY — The Philippine Statistics Authority (PSA)–Negros Occidental Provincial Statistical Office, in partnership with local civil registry offices (LCROs) under the Provincial Association of Civil Registrars in Negros Occidental (PACRINO) Inc., held a motorcade on Feb. 6, 2026, to open the monthlong celebration of the 36th Civil Registration Month.
The kickoff activity began at 8 a.m. at the Negros Occidental Provincial Statistical Office.
The motorcade passed through Burgos Avenue and Lacson Street and ended at CityMall–Mandalagan.
An opening program followed, including a ribbon-cutting ceremony.
A lecture series was also held, tackling premium annotation of civil registry documents, gender sensitivity and gender-fair language.
The event concluded with the distribution of Security Paper (SECPA) documents to BRAP beneficiaries, in line with the 36th Civil Registration Month theme, “Navigating the Future Together: Advancing CRVS in Shaping the Global and Regional Data Ecosystem.”
The theme emphasizes strengthening the civil registration system, improving the quality and use of vital statistics, and promoting digital transformation.
The PSA said the participation of local government offices highlighted broad support in promoting public awareness of the importance of civil registration in daily life.
Participants included LCROs from the cities of Bago, Himamaylan, Silay, Sagay, Cadiz and Victorias, and the municipalities of Moises Padilla, La Castellana and Murcia.
The Bacolod City Police Office and the Bacolod Traffic and Transport Management Unit provided public safety support and traffic management during the activity.
Civil Registration Month is observed every February under Presidential Proclamation No. 682, signed by then-President Corazon C. Aquino on Jan. 28, 1991, to promote awareness and appreciation of the civil registration system in the Philippines.
The PSA said the observance highlights the continuous and compulsory recording of births, deaths, marriages and other vital events, as well as the system’s legal, administrative and statistical importance.
