PSA Iloilo honors top civil registry offices for 2024

The Philippine Statistics Authority Iloilo Provincial Statistical Office honored six outstanding Local Civil Registry Offices from Iloilo Province and Iloilo City for earning national recognition in the 2024 Outstanding LCRO Awards.
The awarding was held during the 4th National Convention on Civil Registration and Vital Statistics from July 28 to 30, 2025, at the SMX Convention Center Clark in Mabalacat City, Pampanga.
Organized annually by the PSA Civil Registration Service, the Outstanding LCRO Awards recognize exemplary performance in delivering efficient, innovative, and citizen-centered civil registration services.
Offices are evaluated based on document submission, Birth Registration Assistance Project implementation, mobile registration efforts, information dissemination, compliance with CRS requirements, use of the Philippine Civil Registry Information System, and over-and-above initiatives.
LCROs are grouped into five categories based on the number of civil registry documents submitted.
Recognized LCROs from Iloilo Province and Iloilo City include:
- LCRO Carles – 2nd place (Medium Category, 341 LCROs)
Under the leadership of Municipal Civil Registrar Christie Ann Gelvezon-Ortiz, LCRO Carles ranked 2nd overall in the medium category. - LCRO Balasan – 4th place (Large Category, 193 LCROs)
Led by Municipal Civil Registrar Cecil C. Crisme, LCRO Balasan placed 4th overall in the large category. - LCRO Guimbal – 8th place (Large Category, 193 LCROs)
Under the leadership of Municipal Civil Registrar Perclette G. Quidato, LCRO Guimbal placed 8th overall in the large category. - LCRO San Joaquin – 9th place (Medium Category, 341 LCROs)
Led by Municipal Civil Registrar Leo G. Satana, LCRO San Joaquin secured 9th place overall in the medium category. - LCRO San Dionisio – 9th place (Small Category, 411 LCROs)
Under the leadership of Mary Jean Demonteverde, LCRO San Dionisio placed 9th overall in the small category and earned national praise for strong BRAP implementation, mobile registration, and high-quality documentation. - LCRO Iloilo City
– 8th place (Super Extra Large Category, 49 LCROs)
– Regional winner: Most Innovative LCRO (Region VI – Western Visayas)
The City Civil Registry Office of Iloilo City, headed by City Civil Registrar Cherie J. Ampig, ranked 8th overall in the super extra large category and was recognized as Region VI’s Most Innovative LCRO.
Through their RISE framework—Reach, Inform, Simplify, Empower—the office advanced civil registration through targeted information campaigns and digital transformation, making them a regional model for innovation.
These accomplishments reflect PSA’s commitment to building a resilient, agile, and future-ready civil registration and vital statistics system that ensures every individual is counted, protected, and served.
They also highlight the efficiency, accuracy, and innovation championed by PSA and its local partners in civil registration.
The PSA Iloilo Provincial Statistical Office commended all awardees for bringing distinction to their respective LGUs and for collectively uplifting the honor of the entire Province of Iloilo.
PSA Iloilo officer in charge and supervising statistical specialist Jerry L. Dolutan congratulated the awardees.
“These recognitions not only honor each local registry office and their respective LGUs but also bring pride to the entire Province and City of Iloilo,” he said.
“Their efforts uphold the integrity and responsiveness of the CRVS system in the country.”
