KALIBO, Aklan — The Philippine Statistics Authority in Aklan has launched a faster and more efficient way to process annotated copies of corrected civil registry documents with the rollout of the Premium Annotation Service at the PSA-Aklan Civil Registry System outlet on Jan. 29, 2026.
The upgraded service streamlines the processing of annotations on birth, marriage and death certificates that have undergone corrections under Republic Act No. 9048 and Republic Act No. 10172.
Republic Act No. 9048 allows the correction of clerical or typographical errors and changes of first name, while Republic Act No. 10172 permits administrative corrections of entries on date of birth and sex without the need for a court order.
Also covered under the decentralized processing system are supplemental reports for records with missing entries, court decrees, legitimations and other legal instruments that require annotation.
Engr. Antonet Catubuan, chief statistical specialist, said the service is another innovation of the PSA in support of the government’s Ease of Doing Business initiative, which seeks to reduce red tape and improve frontline services.
“Previously, such annotation was done at the Central Office, which took a considerable amount of time. With the rollout of this service, that long waiting period has now been addressed,” Catubuan said.
Through the Premium Annotation Service, clients may file requests directly at CRS outlets, track the status of their applications online and receive annotated documents printed on Security Paper, or SECPA, for use in local and international transactions.
To avail themselves of the service, applicants must secure the required documents from the Local Civil Registry Office where the correction was filed, including the approved petition, certificate of finality, a copy of the LCRO-annotated document and other supporting requirements.
A processing fee of PHP 255 per transaction is collected for the service.
The PSA said the processing time is targeted within 10 working days, significantly shorter than the previous timeline when annotations were processed at the central office.
The rollout of the Premium Annotation Service at CRS outlets forms part of the PSA’s continuing efforts to enhance service delivery, streamline procedures and provide efficient, high-quality civil registration services to the public.
