The Police Regional Office 6 (PRO-6) has reached yet another milestone as far as governance reform capabilities is concerned.
On Nov 9, 2020, PRO-6 received its Performance Governance System conferment status on the last pathway of PGS Institutionalization at the PNP national headquarters in Camp Crame, Quezon City.
So, how important is the PGS institutionalization status to an organization like the PNP?
For Brigadier General Rene Pamuspusan, Western Visayas police chief, the PGS incorporates the best practices globally in managing strategy to meet the evolving needs of the country’s public sector organizations, like the PNP.
Or simply put, the PGS is a holistic and collaborative framework for designing, executing, monitoring, and sustaining roadmaps to reform.
Pamuspusan received the conferment status.
It was gathered that PRO-6 scored 93.49% during the evaluation process conducted by the PNP Center for Police Strategy Management (CPSM). The rating is equivalent to the “Silver Eagle Award.”
Meanwhile, Pamuspusan said that PRO-6 has every right to celebrate the conferment of the institutionalization status.
“Together with the community and stake holders, we have worked hard to change and to transform. We have not shrunk from the challenges or failed to see what is needed to bring the true police service in Western Visayas. The greatest strength that we have is the character and ability to have continued to go, on the difficult path of reaching for this status of Institutionalization and stand proud as a Stronger PRO6,” he said.
The PGS Pathway has four (4) stages: Initiation, Compliance, Proficiency, and Institutionalization.
It was in 2014 when PRO-6 was first conferred in the Initiated status under Brigadier Gen. Josephus Angan; Compliance Status in 2015 under Brigadier Gen. Bernado Diaz; and Proficient Status in 2018 under the guidance of then PRO-6 regional director and now PNP deputy chief for operations, Lieutenant General Chief Cesar Hawthorne Binag.
Meanwhile, two PRO-6 initiatives – the Batang Pandilla and Project Baghay – were considered as best practices by the National Best Practice Board.
Currently, there are other initiatives and programs that are being recognized by the audit team such as the Oplan Banlaw, Bahaynihan, Babaye Bangon, Birada Semana, Tokhang Kontra Armas Luthang and Joint-Focus Legal Action Team.
