PRO NIR trains 50 personnel in intelligence analysis

BACOLOD CITY — The Police Regional Office Negros Island Region launched the second batch of its five-day Basic Information Collection and Analysis Seminar on July 20, 2026, at the RITC Building in Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City.

The seminar, known as BICAS, seeks to improve personnel’s skills in collecting, evaluating, processing, and analyzing information.

PRO NIR said the training would help personnel support intelligence-led policing and operational planning throughout the region.

The virtual seminar brought together 50 personnel from the Bacolod City Police Office, Negros Occidental Police Provincial Office, Negros Oriental Police Provincial Office, Siquijor Police Provincial Office, and Regional Mobile Force Battalion.

The participating units are identified in the release by the acronyms BCPO, NOcPPO, NOrPPO, SPPO, and RMFB, respectively.

The five-day online program serves as a venue for participants to exchange knowledge, operational experiences, and best practices in intelligence work.

Participants will attend lectures, discussions, and interactive learning activities intended to improve their analytical capabilities, situational awareness, and decision-making skills.

PRO NIR said those competencies are essential to the effective conduct of intelligence operations.

Police Col. Lito E. Patay, the deputy regional director for operations, led the opening program.

Those attending included Police Col. Jay C. Dimaandal, identified in the release as C, RID; Police Lt. Col. Leo G. Estopa, deputy chief, RETD; Police Capt. Warren P. Kuhay, ATM, RSTU NIR; and the seminar participants.

The regional police office said the program reflects its continuing effort to improve the competence and operational readiness of personnel through capability-building initiatives.

PRO NIR said stronger intelligence and analytical skills would help police combat criminality, maintain peace and order, and deliver “Seen, Appreciated, Felt, Extraordinary Police Service” to communities across the Negros Island Region.

The Philippine National Police activated PRO NIR on March 27, 2025, following a Jan. 9, 2025, National Police Commission resolution implementing Republic Act 12000, the law that established the Negros Island Region.

The regional office supervises the police offices of Negros Occidental, Negros Oriental, Siquijor, and Bacolod City.
