Brigadier General Rene P Pamuspusan, Police Regional Office (PRO)-6 director, issued a directive to all police officers in the region prohibiting them from parking their vehicles and motorcycles on public roads.
The memo with the subject “Prohibition to Park on Public Roads” dated March 5, 2020 is in compliance with the Command Guidance and Department of Interior and Local Government (DILG) Memo Circular 2020-027.
The directive aims to address the concern of Liga ng mga Barangay-Iloilo City President and Councilor Irene Ong who said in a media interview that they could not implement road clearing operations, specifically at Barangay Veterans, City Proper, because most of the vehicles parked in the area are owned by PNP personnel or camp visitors.
Pamuspusan said that as police officers, they have to comply with policies.
“Tayo dapat ang unang sumunod sa mga ipinapatupad ng DILG,” Pamuspusan said, emphasizing that cops are not exempted from the policy.
He encouraged barangay officials and traffic enforcers to issue citation tickets to PNP personnel if they violate the rules.
PRO-6 also assured its full cooperation on the matter and personnel who refuse to follow the directive on road clearing could be administratively charged.
Under DILG Memo 2020-027, all LGUs are ordered to remove obstructions in all provincial, city, municipal and barangay roads.
Road clearing means the removal of illegal or unauthorized road obstruction along the road right-of-way, which encompasses the entire width of the road carriageway, including travel way for motor vehicles and road shoulders, and sidewalks. (PRO-6/RPIO)
