Brig. Gen. Josefino Ligan, commander of Police Regional Office (PRO) 6, visited the Iloilo City Police Office (ICPO) on Monday, Jan. 12, to check security preparations for the Dinagyang Festival 2026.
Ligan, the Western Visayas police chief and concurrent commander of Task Group Dinagyang 2026, presided over a security preparations meeting at the ICPO headquarters at Camp Achilles Plagata on General Luna Street in Iloilo City Proper.
The conference aimed to help ensure a safe, peaceful, orderly and solemn celebration of Dinagyang Festival 2026.
Discussions centered on the strategic deployment of personnel, intensified police visibility, strengthened coordination with force multipliers and the implementation of contingency measures to ensure public safety and the peaceful conduct of the festival.
Police said the efforts are anchored on the objective of achieving zero major incidents throughout the celebration.
Ligan underscored the importance of real-time communication, intelligence sharing, emergency response readiness and sustained collaboration with local government units and other stakeholders to proactively address potential threats and public safety concerns.
He also directed the full implementation of Project 2.0, particularly the location-sharing system for all deployed personnel, to ensure effective command and control and rapid response during the festival.
The meeting was attended by Col. Roland Bulalacao, ICPO officer in charge and PRO-6 deputy regional director for operations; Lt. Col. Lindley Barrientos, ICPO deputy city director for administration and Security Task Group commander for security; Lt. Col. Lorenez Losaria, deputy city director for operations and Security Task Group commander for peace and order; and ICPO unit chiefs and other key officers.
