The Police Regional Office 6 (PRO-6) has recalibrated its strategic direction following the assumption of the new PNP chief, General Camilo Cascolan.
The move to adjust its strategic plans was meant to align them then with Cascolan’s 9-point agenda.
Lieutenant Colonel Joem Malong, PRO-6 spokesperson, explained that PRO6’s strategic direction “Stronger PRO6: Pursuing Programs on Reformation” embodies the 3 major thrusts: Sustained Reformation; Internal Cleansing through Mentoring and Developing leaders at All Levels; and Pro-active and Smart Policing.
She said that most of the programs are already embodied in the previous strategic direction.
However, after the introduction of Cascolan’s 9-point agenda, PRO-6 will now adapt the strategic direction “Stronger PRO-6: Sustaining the Gains on Reformation.”
Under the said strategy, PRO-6 will still uphold its three major thrusts but will now feature the projects and activities in pursuing the sustainable development plans.
These plans include decongestion, facilities development, delineation of responsibilities, human resource/skills development, bayanihan spirit (enhance police visibility), leadership development, enhance work performance/morale and welfare, and sustain the gains and enhance the implementation of the PNP P.A.T.R.O.L Plan 2030.
Malong said the thrust on sustained reformation will not only be focused on building capabilities of our personnel but will also be providing better systems and processes.
“Human Resource reformation will now include establishment of a rational succession planning system for the promotion of personnel; implementation of 8-hour duty scheme in areas where it is applicable; localization of assignments; and providing healthcare and wellness services,” she said.
Meanwhile, on Infrastructure and equipment reformation, the focus will be on facilities development, better quartering facilities, health and wellness facilities and establishment of Camp Master Development Plan.
Further, the systems and processes will have PRO-6 focus on the decongestion of Camp Delgado.
This would entail relocation of PNP national support units (NSUs)’ offices outside the regional headquarters and building of one-stop shops which will provide convenience and efficiency to PNP clients.
Under the “Internal Cleansing through Mentoring and Developing Leaders at all levels”, PRO-6 will continue to implement internal cleansing programs to ensure discipline in all aspects of policing.
“Command responsibility will be given emphasis where leaders are expected to take full responsibility of the deeds and misdeeds of their personnel,” Malong said.
The thrust on pro-active and smart policing will direct PRO6 to focus on sustaining the Integrated Patrol Development Plan, community and service oriented policing, service desk per barangay (Police sa Barangay), holding of summit/forum and memorandum of agreement (MOA) signing with stakeholders.
“We will also extend the installation of CCTV cameras in places of convergence like schools, terminals and markets,” Malong said.
The new PRO-6 strategic direction will serve as guide of every personnel in attaining the organizational goal.
“Having the 9-point agenda of the Chief PNP included in the three major program thrusts of PRO6 will greatly contribute to the delivery of accomplishments at par to becoming a respected police regional office,” Malong said.
She vowed that PRO-6, together with its men and women, is optimistic in attaining the organization’s goal and likewise the region’s police force will explore more possibilities and optimize available resources to enhance their capabilities.
