President Roxas mayor gears up for historic 10th municipal address

CAPIZ – President Roxas Mayor Receliste “Tanoy” Escolin is set to deliver his 10th State of the Municipality Address on Monday, July 6.

The annual address will take place at the public plaza of the Capiz municipality.

In a media interview on Friday, Escolin expressed elation over the continuous support of his constituents throughout his decade in public service.

The mayor highlighted his administration’s battle cry, “Umwad Pres. Roxas,” which roughly translates to progress for the municipality.

He noted that the slogan encompasses the numerous accomplishments and infrastructure improvements achieved during his tenure.

Escolin described the upcoming address as a historical milestone.

He claims to be the only municipal mayor in the province of Capiz to deliver a 10th municipal address.

Capiz Gov. Fredenil Castro and Capiz 1st District Rep. Howard Guintu are scheduled to attend the event.

Escolin ran and won the mayoral race during the local elections despite having already served three consecutive terms.

Under Philippine law, local chief executives are generally limited to serving three consecutive three-year terms.

Three local village chiefs filed an election protest seeking the cancellation of the mayor’s certificate of candidacy.

Escolin asserted that his previous final term was legally interrupted, lifting the term limit restriction.

He cited a 90-day preventive suspension order issued against him by the Office of the Ombudsman for simple misconduct as the service interruption.

The Commission on Elections Third Division previously ruled in favor of the complainants seeking his disqualification.

The legal dispute is currently pending appeal before the Comelec en banc.
