CADIZ CITY, Negros Occidental — Reinforcing its commitment to modernizing government operations, the City Government of Cadiz has strengthened its digital infrastructure in partnership with PLDT Enterprise. The partnership aims to improve operational efficiency, and deliver more responsive public services to its constituents.
Responsible for governance, public administration, social services, and infrastructure development, the City Government of Cadiz plays a vital role in supporting the needs of its growing community. To advance its digital transformation agenda, the LGU partnered with PLDT Enterprise to build a reliable, secure, and scalable ICT foundation that supports seamless inter-departmental coordination and uninterrupted public service delivery.
A Commitment to Enabling Digital Transformation for Regional LGUs
The partnership reflects PLDT Enterprise’s continued commitment to supporting regional local government units as they adopt technology-enabled solutions to improve governance and service delivery. For Cadiz City, digital transformation is a key priority—aimed at strengthening transparency, efficiency, and citizen-centric governance while empowering LGU employees with dependable digital tools.

The City Government of Cadiz’s objective in pursuing digital transformation is to modernize its ICT infrastructure, enable reliable communications across departments, and support digital government services such as online transactions and technology-driven processes mandated under Republic Act No. 11032 (Ease of Doing Business Act).

Building a Reliable and Resilient Digital Backbone
To support these goals, PLDT Enterprise is providing a suite of fixed connectivity solutions designed to enable continuous and reliable digital operations across multiple LGU-owned buildings.
These include a fully redundant IP backbone that ensures reliable data connectivity and seamless inter-departmental communication, as well as always-on internet connectivity that supports daily government operations, online transactions, reporting, and digital services. The LGU also availed of IP-based voice trunking and PBX systems, enabling unified voice communications across departments while maintaining external connectivity to the public switched telephone network.
In addition, Power over Ethernet (PoE)–enabled VoIP devices allow voice services to operate over the same IP network, reducing infrastructure complexity and simplifying deployment and management. Online usage monitoring and utilization reports provide visibility into network performance and bandwidth consumption, supporting informed planning and resource optimization.
Supporting Continuous Public Service Delivery
Prior to the partnership, the Cadiz City LGU faced challenges related to fragmented connectivity, the absence of a unified and fully redundant IP backbone, and limited capacity to support digital government services. These challenges affected coordination, reliability, and service continuity—particularly for mission-critical systems requiring round-the-clock availability.
Through PLDT Enterprise’s solutions and 24/7 technical support, the LGU is now better equipped to support seamless digital operations, improve system availability through built-in redundancy, and ensure uninterrupted delivery of public services.
