Over PHP7.3 billion worth of flood control projects have been built and completed in Iloilo City and province since President Ferdinand Marcos Jr. assumed office in 2022.
On Monday, August 11, Marcos launched the “Isumbong sa Pangulo” platform, which lists all flood control projects nationwide since 2022 and allows the public to report and monitor issues related to these projects.
So far, PHP189 million worth of flood control projects have been completed in 2025, according to the platform. Completed projects in 2024 totaled PHP4.3 billion, compared to PHP2.2 billion in 2023 and PHP585 million in 2022.
The platform also revealed that A.D. Pendon Construction & Supply Inc. (formerly ADP Construction & Supply), based in Avanceña Subdivision, Sto. Niño Sur, Arevalo district, is the contractor with the most projects in Iloilo.
Second on the list is Panay East Coast Construction & Supply, based in Ajuy, while IBC International Builders Corporation — contractor of the controversial Ungka and Aganan flyovers — ranked third.
Pasig City-based construction firms, identified as top contractors of flood projects in the country, are also handling major flood control projects in Iloilo City. These include the Discaya-owned St. Timothy Construction Corp. and Alpha & Omega General Contractor & Development Corp.
Ongoing major projects include:
- Timothy Construction Corp.
• Project: Construction of Flood Mitigation Structure – Section 1, Lapuz, Iloilo City
• Programmed Amount: PHP150 million
• Original Expiry Date: December 16, 2024 - Timothy Construction Corp.
• Project: Construction of Flood Mitigation Structure – Section 2, Lapuz, Iloilo City
• Programmed Amount: PHP150 million
• Original Expiry Date: December 16, 2024 - Alpha & Omega General Contractor & Development Corp.
Project: Iloilo Comprehensive Flood Mitigation Project – Section 2 (specific location not indicated)
• Programmed Amount: PHP150 million
• Target Completion Date: March 24, 2026
The implementing agency for these projects is the Iloilo City District Engineering Office.
City Mayor Raisa Treñas-Chu said the local government will fully cooperate in the Marcos administration’s investigation into the flood projects.
“Flooding has brought severe and repeated suffering to our communities, especially during heavy rains and typhoons,” she said.
She stressed that if there have been delays, deficiencies, or misuse of public funds in the implementation of these projects, “the people of Iloilo City have the absolute right to know, and those responsible must be held to account without fear or favor.”
