UNICEF, Save the Children and Asia Foundation-backed SaferKidsPH consortium helped reduce Philippine online child abuse reports by over one million from 2023 to 2024.
According to data from the National Center for Missing and Exploited Children, CyberTipline reports from the Philippines fell from more than 2.7 million in 2023 to around 1.7 million in 2024.
A 2022 study showed two out of 10 Filipino internet users aged 12 to 17 – approximately two million – experienced online sexual abuse and exploitation, but fewer than 3 percent reported it.
The SaferKidsPH program, financed by the Australian Government and implemented by UNICEF, Save the Children Philippines and The Asia Foundation, bolstered child protection laws and trained local responders.
UNICEF Philippines Representative Ad Interim Behzad Noubary said, “We are incredibly proud of the progress SaferkidsPH has made … collaboration, commitment and tenacity … can address the complex challenge of OSAEC.”
“Let us build on this momentum to fight against a hidden, largely invisible crime that threatens our children’s safety,” Noubary added.
SaferKidsPH supported key legal frameworks including the Anti‑Online Sexual Abuse or Exploitation of Children and Anti‑Child Sexual Abuse or Exploitation Materials Act (Republic Act 11930), and strengthened policies for law enforcement’s management of OSAEC cases.
Local service providers and communities were trained to detect and respond to OSAEC incidents, while social media campaigns educated millions on positive online behaviour.
Children and youth participated, and private sector partnerships helped create robust child protection initiatives.
Supreme Court Chief Justice Alexander Gesmundo described SaferKidsPH as a “beacon of hope” and reaffirmed the judiciary’s pledge to refine child‑friendly procedures and carry forward the consortium’s gains.
He vowed to “ensure that every Filipino child grows up in a world where their safety, dignity, and potential are protected.”
However, global trends show new threats: NCMEC data revealed a 1 325 percent surge in reports involving generative AI, from 4 700 to 67 000 in 2024, and a 192 percent rise in online enticement reports—now at 546 000—with nearly 100 daily sextortion cases.
While the overall CyberTipline reports fell from 36.2 million to 20.5 million in 2024, experts caution these figures may reflect improved platform bundling and reduced visibility from encrypted services rather than genuine decline in abuse.
Legal analysts say RA 11930 modernised the Philippines’ legal arsenal to address screen‑mediated harm, aligning with international obligations and codifying internet intermediary responsibilities such as takedown and evidence preservation.
Nonetheless, sustained impact depends on strong interagency cooperation, regional forensic capacity, privacy‑respecting detection tech and continuous community education to demystify livestream and sextortion threats.
As SaferKidsPH wraps up this year, consortium leaders urged the Philippine government to adopt its tools and extend the child protection system to permanently safeguard children from evolving online dangers.
