The Philippine Postal Corporation (PHLPost) warmly congratulates Mr. Kim Robert de Leon on his appointment as the new Secretary of the Department of Budget and Management (DBM), recognizing his new role as public servant but also his distinction as an avid stamp collector and Guinness World Record holder.
PHLPost expressed optimism over the appointment of Secretary De Leon, whose passion for philately highlights a unique appreciation for history, culture, and national heritage—values that closely align with the enduring legacy of the postal service.
Secretary De Leon gained international recognition in 2024 after earning a Guinness World Record for the largest collection of Pope stamps, a remarkable achievement that reflects dedication, discipline, patience, and an eye for detail. His journey into stamp collecting reportedly deepened during the pandemic, beginning with a Pope Francis First Day Cover issued by PHLPost following the historic Papal Visit to the Philippines in 2015.
As his collection expanded, so did his passion for philately, eventually inspiring him to pursue international recognition—bringing pride not only to the stamp-collecting community but also to the country.
Beyond his achievements, PHLPost believes Secretary De Leon’s remarkable story serves as an inspiration to the younger generation to rediscover the meaningful hobby of stamp collecting. At a time when digital platforms dominate leisure activities, his success demonstrates that philately remains a valuable pursuit that nurtures learning, patience, historical appreciation, and cultural awareness.
Recognized as the youngest member of the Marcos Cabinet, Secretary De Leon represents a new generation of public leadership—one grounded in innovation, discipline, and service-oriented governance.
“Secretary De Leon’s journey shows young Filipinos that stamp collecting is more than a hobby—it is a gateway to learning history, culture, faith, and nationhood,” said Maximo C. Sta. Maria III, Postmaster General and Chief Executive Officer of PHLPost.
“We hope his achievement inspires more young people to begin their own stamp collections and appreciate the stories stamps tell about our country and the world,” Sta. Maria added.
