Southeast Asian nations are tightening coordination on energy security as the prolonged Middle East crisis continues to threaten global oil and gas supplies, with the Philippines leading regional preparations for an emergency ministerial meeting.
The Department of Energy (DOE), through Undersecretary Felix William B. Fuentebella, convened the ASEAN Senior Officials Meeting on Energy (SOME) for an Ad Hoc Preparatory Meeting and Consultative Session ahead of a planned Special ASEAN Ministers on Energy Meeting (AMEM).
Fuentebella, who serves as Philippine Senior Official on Energy and SOME Chair, said the regional bloc is moving quickly to address risks confronting global and regional energy markets.
“ASEAN, through this immediate convening, continues to engage in consultation and coordination to address developments affecting regional energy security,” Fuentebella said.
Energy officials from ASEAN member states explored cooperation areas including supply diversification, improved access to energy resources, greater market transparency, and stronger emergency response coordination.
The discussions came against the backdrop of prolonged constraints in supply routes and shifts in trade flows linked to Middle East developments.
Dialogue Partners shared updates on current supply conditions during the consultative session and exchanged views on possible areas of cooperation.
Technical briefings covered global oil and gas market conditions, including supply route constraints and shifting trade flows that have direct implications for the region.
ASEAN officials emphasized the importance of strengthening monitoring systems and data transparency, while advancing strategies for strategic stockholding and emergency reserves that account for each country’s national context.
Regional mechanisms were reinforced during the meeting, including the implementation of the ASEAN Framework Agreement on Petroleum Security and ongoing efforts to expand energy connectivity through the ASEAN Power Grid.
Fuentebella reaffirmed ASEAN’s commitment to existing cooperation platforms.
“ASEAN will continue to build on its existing cooperation frameworks to support a stable and secure regional energy environment,” he said.
The meeting also tackled an interim coordination mechanism to support timely information exchange and follow-through on agreed measures.
Progress was likewise made in developing the draft Joint Media Statement for the Special AMEM.
The session was attended by ASEAN Member States, the ASEAN Secretariat, the ASEAN Centre for Energy, the ASEAN Council on Petroleum and Energy, Dialogue Partners, and key international organizations.
In a parallel track, the Philippines held a hybrid high-level bilateral discussion with Malaysia on April 22, 2026, to exchange views on energy security amid the Middle East situation and its impact on global fuel markets.
The DOE engaged Malaysia’s Ministry of Economy and Ministry of Foreign Affairs to reinforce coordinated responses to evolving global conditions.
The Philippines expressed appreciation for what it called an open and productive engagement, citing a shared commitment to ensuring stable and reliable energy supply, strengthening market resilience, and promoting joint regional responses.
The DOE used the bilateral meeting to clarify the nature of a recent diesel shipment to the Philippines.
The diesel cargo referenced in the April 11, 2026 announcement under the Philippine National Oil Company – Exploration Corporation (PNOC-EC) was procured through a commercial transaction with the Singapore office of international trader Vitol Asia PTE LTD, the DOE said.
The agency clarified that the shipment was not arranged through a government-to-government procurement deal.
The Philippines and Malaysia reaffirmed their commitment to maintaining strong bilateral ties and to continuing close coordination under ASEAN energy cooperation platforms.
Upcoming engagements between the two countries are expected to be held online, consistent with the DOE’s continuing role as chair of the ASEAN Ministers on Energy Meeting – Senior Officials Meeting on Energy (AMEM-SOME) in 2026.
The DOE said it continues to closely monitor global developments and remains committed to implementing timely measures to ensure the stability, reliability, and sufficiency of the country’s energy supply.
Present at the hybrid meeting on the Malaysian side were Ministry of Economy Minister Tuan Haji Akmal Nasrullah bin Haji Mohd Nasir, Ministry of Foreign Affairs Ambassador Suzilah Mohd Sidek, and other officials from both ministries.
The Philippine delegation was led by DOE Secretary Sharon S. Garin, Undersecretary Alessandro O. Sales, and key officials from the Philippine National Oil Company and PNOC-EC.
