The Philippines and Hong Kong are finalizing a bilateral customs cooperation agreement aimed at enhancing trade facilitation and cracking down on illicit goods, according to the Department of Finance.
Finance Secretary Ralph G. Recto has ordered the completion of the arrangement, emphasizing the importance of cross-border coordination in maintaining lawful and secure trade operations.
“I thank the Government of Hong Kong for collaborating with us on this very important matter,” Recto said in a statement.
“This arrangement is necessary to ensure that both our Customs Administrations are functioning together in the most efficient way possible,” he added.
“We owe it to our nations to ensure that what crosses our borders is legitimate, safe, and lawful.”
The proposed agreement stems from ongoing discussions between the Bureau of Customs (BOC) and Hong Kong’s customs agency in response to global concerns over supply chain integrity and increasingly sophisticated smuggling methods.
Once finalized, the agreement will serve as a framework for administrative cooperation, focusing on information-sharing, joint investigations, and enhanced enforcement measures.
Its core provisions include mutual assistance in enforcing customs laws, preventing and investigating offenses, and securing the international trade supply chain.
Officials say the pact does not involve trade liberalization or tariff issues but purely administrative assistance to boost efficiency and security.
The initiative reflects broader regional and international efforts to tighten customs enforcement amid rising threats from illicit trade, including counterfeit goods, unregulated imports, and transnational smuggling.
The Philippines has ramped up its customs modernization and anti-smuggling efforts in recent years, including automation, surveillance, and closer coordination with foreign partners.
The BOC’s ongoing digitization and data-sharing initiatives have been instrumental in identifying high-risk shipments and reducing customs fraud.
Recto emphasized that stronger bilateral cooperation with key trading partners like Hong Kong will further improve regulatory enforcement and consumer protection.
