The Department of Trade and Industry (DTI) on June 2 awarded the first Export-Oriented Enterprise (EOE) certifications under the CREATE MORE Act, granting tax perks aimed at boosting Philippine exports and enhancing global competitiveness.
The inaugural batch of EOEs includes four major companies: Dole Philippines, Inc., Philsaga Mining Corporation (PMC), Krystle Exports Philippines, Inc., and Bosch Service Solutions, Inc., all recognized for deriving at least 70 percent of annual sales from export transactions.
“This landmark initiative marks more than a policy breakthrough—it signals our readiness to compete, scale, and lead in the global market,” said DTI Secretary Cristina A. Roque during the ceremonial awarding led by top economic officials.
“By strengthening the ability of our exporters to expand their reach, we are also generating jobs, and driving inclusive economic growth,” Roque added.
Secretary Frederick Go, Special Assistant to the President for Investment and Economic Affairs, joined Trade Secretary Roque, Senator Sherwin Gatchalian, Rep. Joey Salceda, and other key officials in conferring the EOE certifications to company representatives.
The ceremony was held in Quezon City and led by the DTI’s Export Marketing Bureau (EMB), the agency tasked with managing the certification and ensuring implementation of VAT-related export incentives.
“This commitment advances President Ferdinand R. Marcos Jr.’s vision for a ‘Bagong Pilipinas,’ as we build a more agile and opportunity-rich environment for Filipino exporters through the strategic incentives of the CREATE MORE Act,” Roque said.
Dole Philippines, established in 1963, is a global leader in pineapple exports and is actively expanding into sustainable agriculture and biofuels.
Philsaga Mining Corporation, founded in 2001, operates a high-output gold mine in Agusan del Sur and holds ISO 14001:2015 certification for environmental compliance.
Krystle Exports, operating since 1987, exports premium Filipino products to the U.S., Hong Kong, and the Middle East through strategic partnerships with domestic manufacturers.
Bosch Service Solutions, a Taguig-based BPO established in 2010, delivers customer experience services for global clients and is ISO 9001:2008 certified for quality management.
The CREATE MORE Act, formally Republic Act No. 12066, was signed into law on Nov. 8, 2024, and enhances the 2021 CREATE law by streamlining fiscal incentives and modernizing the country’s investment and export promotion policies.
Qualified EOEs receive VAT zero-rating on local purchases of goods and services, and VAT-exempt importation for inputs used directly in export operations—cutting operational costs and enabling reinvestment in productivity and innovation.
The law is part of a broader government initiative to recover from pandemic-era economic disruptions and attract more investment in manufacturing, agribusiness, services, and high-value exports.
The DTI-EMB urged more companies to apply for EOE certification to take full advantage of the performance-based incentives offered under the CREATE MORE framework.
