The Provincial Environment and Natural Resources Office (PENRO) of Guimaras signed a memorandum of agreement (MOA) and contract for the Biodiversity-Friendly Enterprise (BDFE) financial assistance with two local people’s organizations on Aug. 4, 2025.
The agreement was made between PENRO Guimaras and two people’s organizations represented by their respective presidents—Ernie Cabrillos Sr. of the San Roque Coastal Environment Program Association and Joel Lucero of the Luzaran Motorboat Association—along with LMBOA Vice President Ma. Junaly Gargalicana.
The two organizations are long-term BDFE beneficiaries in the Taklong Island National Marine Reserve, now called the Taklong and Tandog Group of Islands Natural Park.
Since 2017, they have received support including enterprise start-up materials, capacity-building programs, and skills training activities.
The event was attended by PENR Officer Louie Laud, Management Services Division Chief Rita Colacion, and Assistant Chief for Technical Services Division Lenora Magno.
BDFE covers sustainable agriculture, fisheries, forestry, manufacturing and distribution, and services.
It involves the use of resources geared toward sustainability and enhancement, helping communities increase appreciation of biodiversity through its ecosystem services.
The program follows the Department of Environment and Natural Resources Administrative Order 2021-13, or the Guidelines for the Development and Recognition of Biodiversity-Friendly Enterprises in Protected Areas under the National Integrated Protected Areas System and conservation areas, which provides incentives and supporting mechanisms.
