Sangguniang Bayan Member Jo Jan Paul “JP” Peñol of Pavia, Iloilo, is running for president of the Philippine Councilors League (PCL) – Iloilo Chapter in the upcoming elections on September 12 at Diversion 21 Hotel, Iloilo City.
Peñol, who has presented his platform to all 42 municipalities and the component city of Passi, is campaigning under the platform “DA BEST,” which stands for Development for all, Accountable leadership, Bridging communities, Empowerment through education, Service above self, and Transformative governance.
“Public service must be anchored on excellence and committed to delivering results, not just holding titles,” he said during a press conference on September 10.
He said he has received positive feedback from fellow councilors across the province after presenting his platform.
Peñol was previously endorsed by Iloilo Governor Arthur Defensor Jr., an endorsement he acknowledged with gratitude, noting that trust, aligned vision, and commitment to public service are essential to effective leadership.
If elected, Peñol pledged to prioritize three goals: enhancing the capabilities of local legislators through training; promoting financial transparency in governance; and helping councilors navigate procedural matters for more efficient and compliant lawmaking.
He clarified that he does not view his fellow presidential candidate, Liecel Mondejar-Seville of New Lucena, as a rival, noting their shared roots and mutual aspirations for the role.
Peñol is running alongside PCL interim president Christy Love Custodio-Margarico of Guimbal, who is seeking the vice presidency.
A total of 433 councilors from across Iloilo province are expected to vote in the elections.
The elected PCL-Iloilo Chapter president will serve as an ex-officio board member in the Sangguniang Panlalawigan of Iloilo.
