BACOLOD CITY – Mayor Ella Garcia Yulo of Moises Padilla, Negros Occidental said the establishment of a crisis center in the town is a step toward building a brighter and safer future for women and children in the community.
The mayor, along with her husband Vice Mayor Pimpoy Yulo and members of the Sangguniang Bayan, formally inaugurated and blessed the PHP3.7-million Municipal Crisis Center on Tuesday, Aug. 19, 2025.
The blessing rites were officiated by Rev. Fr. Gabriel Moncada and Rev. Fr. Jose Gerson Te-ad.
The facility will serve as a safe haven for women and children who are victims of abuse or are facing personal crises, offering protection and support, the mayor added.
The project was funded through the town’s 20 Percent Development Fund, with Engr. Agnes Glia T. Mabag as project engineer.
The center’s management and operations will be handled by the Municipal Social Welfare and Development Office, headed by Kersey O. Sumadhay.
Mayor Yulo also expressed optimism that Moises Padilla will regain its title as the livestock capital of Negros Occidental during the blessing and inauguration of a three-unit eatery at the municipal stockyard on Wednesday.
The project, costing more than PHP1 million, is another development under the Yulo administration, also funded through the 20 Percent Municipal Development Fund.
Yulo led the activity, joined by Vice Mayor Pimpoy Yulo, Councilors Morito Flores and Omega Bangcaya, SK Federation President Anna Marie Abibuag, and Liga ng mga Punong Barangay President Francis Bernard Garcia, among others.
Rev. Fr. Te-ad and Rev. Fr. Moncada also officiated the blessing of the eatery.
The project was implemented by the Municipal Engineering Office under Engr. Agnes Glia Gayona Mabag.
