BACOLOD CITY – The Negros Occidental Police Provincial Office (Nocppo), in close coordination with the Armed Forces of the Philippines (AFP) and local government units (LGUs), is intensifying counterinsurgency operations following a series of killings in Calatrava and Toboso attributed to the New People’s Army (NPA).
The heightened response includes enhanced intelligence gathering and the deployment of additional personnel to affected areas to protect residents.
In a statement, the provincial police strongly condemned the killings, stating that the attacks aim to disrupt peaceful communities through intimidation and violence.
Police said the violent acts appear to be desperate attempts by the NPA to regain influence, instill fear among civilians and revive extortion activities in areas where they previously suffered major losses.
Police Col. Rainerio De Chavez, Nocppo director, recently led an emergency conference to discuss shooting incidents in the province since January, review operational accomplishments and arrests, and assess key challenges in their area of responsibility.
The meeting also tackled compliance with the PNP Investigation Manual and the Revised Penal Code, coordination with the Regional Anti-Cybercrime Unit on digital evidence, and proper preparation of case folders for prosecution.
In previous press statements, the NPA claimed responsibility for the killings of “Dakol” in Barangay Consing, E.B. Magalona on March 11; a farmer in Barangay General Luna, Toboso on April 15; “Jury” in Barangay Tabun-ac, Toboso on May 14; “Tolendoy” in Calatrava on June 18; “Palay” and “Putot” in Barangay San Isidro, Toboso on June 22; “Isagani” in Barangay Bandila, Toboso on June 26; and “Enrique” in Barangay General Luna, Toboso on July 1, tagging all as “military assets.”
Police assured the public that intensified investigations are underway to identify and prosecute those behind the killings.
Nocppo considers the incidents isolated and reaffirmed that the peace and order situation in the province remains stable.
They emphasized their commitment to safeguarding Negrenses and ensuring that terror does not define the province.
Authorities also urged the public to reject violence by withholding support from insurgent groups and to remain vigilant by reporting suspicious activity to the nearest police station.
De Chavez said public cooperation is essential to swiftly neutralize threats and maintain peace.
Police Brig. Gen. Arnold Thomas Ibay, regional director of the Police Regional Office–Negros Island Region (PRO-NIR), stressed the importance of accountability for shooting incidents.
He recommended the redeployment of Regional Public Safety Battalion units to high-risk areas to improve operational reach.
The regional office also emphasized deterrence through increased police visibility, regular checkpoints, accurate intelligence, revitalization of Oplan Katok, and better response strategies.
They called for stronger collaboration among law enforcement agencies and the sharing of best practices to address and prevent further incidents.
