The National Grid Corp. of the Philippines said overall transmission rates charged to end consumers declined in the June 2026 electric bills, following lower transmission wheeling and ancillary services rates.
For the May 2026 billing period, the overall average transmission rate fell by 9.33% to PHP 1.4492 per kilowatt-hour from PHP 1.5983 per kWh in April.
NGCP said the reduction was driven by lower wheeling and ancillary services rates, two major components of transmission charges reflected in consumer power bills.
Transmission wheeling rates, or the amount NGCP charges for its core service of delivering electricity through the grid, decreased by 6.99% to PHP 0.5607 per kWh in May from PHP 0.6028 per kWh in April.
Ancillary services rates also dropped by 10.73% to PHP 0.7220 per kWh from PHP 0.8088 per kWh in the previous billing period.
Transmission wheeling charges cover the delivery of electricity from power generators to distribution utilities and electric cooperatives, while ancillary services charges cover reserve and balancing services needed to stabilize the grid during supply-demand imbalances.
NGCP said ancillary services are pass-through costs sourced from the Reserve Market and from providers with bilateral contracts with the grid operator.
“For the June 2026 electric bill of end consumers, NGCP charges only 56 centavos per kWh for the delivery of its services,” NGCP said, adding that its revenues are revenue-capped and regulated by the Energy Regulatory Commission.
NGCP is a privately owned corporation tasked with operating, maintaining and developing the country’s state-owned power grid, according to its corporate profile.
The company’s rates are subject to ERC regulation under the framework for setting transmission wheeling rates, while ancillary services charges are treated separately as costs collected from consumers and remitted to service providers.
The latest reduction provides some relief to consumers, although the final movement in household and business electricity bills will still depend on other bill components, including generation, distribution, taxes and other regulatory charges.
