BACOLOD CITY — A newborn baby girl was abandoned and later found in a cafe in Barangay Oringao, Kabankalan City, Negros Occidental, on Monday.
According to a police report, a 63-year-old staff member of the establishment noticed a plastic bag on top of a table while cleaning the area.
When she opened the bag to check its contents, she discovered the baby wrapped in a black cloth, with the umbilical cord still attached to the placenta.
She then called for help and brought the infant to the barangay for referral to the health center.
The baby was later turned over to the City Social Welfare and Development Office for custody.
Under Philippine child welfare rules, abandoned infants or foundlings may be placed under the custody of social welfare authorities, which are tasked with assessing the child’s condition, arranging protective care and initiating the legal processes required for registration and possible adoption.
