New Sapian town councilor takes oath

ROXAS CITY, Capiz – A former Sangguniang Bayan (SB) member of Sapian, Capiz returned to office as he took his oath on March 30, 2021.
Wilfredo Martinez Jr. replaced SB member Conrad Lou Roldan Honrado who died in a road incident.
Martinez took his oath before Capiz Governor Esteban Evan Nonoy Contreras at the Governors’ Mansion in Brgy Lanot here.
Martinez’s appointment passed through the scrutiny of the Sangguniang Bayan and Provincial and Municipal Commission on Election Offices.
Martinez’s assumption was also based on the resolution passed by the SB.
The move of Sapian SB is based on Republic Act 7160 or the Local Government Code of 1991, section 45, in which permanent vacancy should be automatically filled in by a qualified person.
It was found out that Honrado had no political affiliation or party when he filed his certificate of candidacy last elections.
He ran and won as independent candidate based on the record of the Commission on Election.
It was stated in the local government code that the governor was authorized to appoint a person to fill in the vacancy.
Aside from this, majority of the punong barangays of Sapian endorsed Martinez to fill in the vacancy.
