Iloilo City Police Office (ICPO) officer in charge Col. Wilbert Parilla has vowed to sustain and further strengthen police service to Ilonggos anchored on truth, trust and service.
Parilla assumed the ICPO post after the relief of Col. Roland Bulalacao, who served briefly in a concurrent capacity following the removal of Col. Kim Legada.
Bulalacao, formerly the Police Regional Office (PRO) 6 deputy regional director for operations, was reassigned as chief of staff of the Philippine National Police Academy (PNPA), effective Jan. 13.
Parilla currently serves as chief of the Regional Intelligence Division-6 and was designated as ICPO officer in charge by PRO-6 on the same date, according to spokesperson Maj. Lailyn Sencil.
Sencil said Parilla will hold the post temporarily and will be relieved upon the designation of an acting ICPO chief.
Parilla committed to working closely with the Iloilo City local government, law enforcement agencies and key stakeholders to strengthen public safety and maintain peace and order in the city.
He emphasized the importance of community cooperation, particularly with major upcoming events such as the Dinagyang Festival 2026 and the Association of South East Asian Nations (ASEAN) meetings scheduled to be hosted in the country.
Parilla also pledged to sustain the city’s current peaceful and orderly condition and to continue the programs and initiatives of his predecessor.
He expressed full support for the plans and programs of the Iloilo City government aimed at keeping the city safe, progressive and resilient.
A member of the PNPA Class of 2002, Parilla previously served as chief of the Regional Highway Patrol Unit in Western Visayas and Central Visayas.
He also held posts as deputy city director for administration and operations of the Cebu City Police Office and as head of the PNP Highway Patrol Group in Region 7.
On Wednesday, Jan. 14, Parilla paid a courtesy call on Mayor Raisa Treñas-Chu, during which he sought the mayor’s “trust, collaboration and partnership in advancing a safer and better Iloilo City.”
Bulalacao was among seven senior police officers relieved under Special Orders No. NHQ-SO-URA-2026-262, signed by Police Maj. Gen. Constancio Chimayog Jr., chief of the PNP Directorate for Personnel and Records Management, on Jan. 13.
Meanwhile, PRO-6 announced that Col. Arpha Abul Kyr Salazar Macalangcom Jr. of the PNP Anti-Kidnapping Group has been designated as the new deputy regional director for operations of the regional police office.
