BACOLOD CITY—Negros Power announced its electricity rates for November 2025, setting the average residential rate at PHP 12.23 per kWh, reflecting a slight increase from the previous month.
Commercial consumers will see a rate of PHP 12.28 per kWh for the same period.
Alongside the rate announcement, the utility company highlighted its ongoing assistance to customers affected by Typhoon Tino, offering flexible payment arrangements and assuring that no power disconnections or surcharges will be imposed on qualified households unable to settle their bills on time.
“As part of our support for consumers after Typhoon Tino, we are providing flexible payment options to customers consuming not more than 100 kWh,” Negros Power said in an advisory posted on social media.
“There will be no power disconnections and no penalties for unpaid electricity bills covering the period from November 4 to December 31, 2025,” the advisory added.
To explain the upward rate movement for November, Negros Power cited several factors, including higher Wholesale Electricity Spot Market rates.
The WESM rate rose from PHP 5.1922 per kWh to PHP 7.6709 per kWh, an increase of PHP 2.4788 per kWh.
The surge was attributed to the deration of multiple power plants following the October 2025 earthquake, which tightened supply and raised market prices, contributing to a PHP 0.4438 per kWh increase in the overall generation charge.
The resumption of collections for the Universal Charge–Environmental Charge also affected rates, in line with an ERC advisory dated November 7, 2025, requiring distribution utilities to resume collecting PHP 0.0025 per kWh to support watershed rehabilitation programs of the National Power Corporation.
Another factor is the adjustment in the Feed-In Tariff Allowance, with the ERC approving the 2025 FIT-All rate of PHP 0.2073 per kWh, up by PHP 0.0884 per kWh from the previous PHP 0.1189 per kWh under an October 22 decision.
Transmission charges decreased following a drop in Ancillary Services and Reserve Market charges by PHP 171.57 per kW, from PHP 797.95 per kW to PHP 626.38 per kW, resulting in a reduction of PHP 0.2375 per kWh for residential customers.
Distribution, supply and metering charges remain unchanged at PHP 0.89 per kWh, covering delivery, meter reading and system maintenance.
Negros Power said it remains committed to supporting consumers amid the province’s recovery efforts and expressed appreciation for customers’ understanding as the company continues to assist affected households.
