Negros Power hosts PEPOA talks on electricity supply, reliability

BACOLOD CITY – Power supply, service reliability, market operations and regulatory concerns affecting the Philippine electricity sector, particularly the Visayas, topped the agenda of the Private Electric Power Operators Association (PEPOA) Conference on Sept. 10 at Citadines Bacolod.
The discussions focused on challenges that utilities and regulators must address to meet growing electricity needs. For households and businesses, reliable service is essential to daily activities, sustained operations and the region’s economic growth.
Negros Electric and Power Corporation (Negros Power), under Primelectric Holdings Inc., hosted the gathering of private distribution utility leaders and representatives and officials from the Energy Regulatory Commission (ERC).
The conference was part of ASCEND 2026, carrying the theme “Powering the Future Together: Advancing Smarter Energy Innovations for a Resilient System.”
The gathering allowed industry stakeholders to examine sector developments and exchange perspectives on electricity supply and delivery, with particular attention to conditions in the Visayas.
ERC officials present included Chairperson Francis Saturnino Juan, a lawyer; Supervising Energy Regulation Officer Roland Albert Rivera, an engineer; and Sharon Montaner of the Market Operations Service.
PEPOA President Ranulfo Ocampo, also a lawyer, attended alongside representatives from various private distribution utilities.
President and CEO Roel Z. Castro represented Negros Power and Primelectric Holdings Inc., together with company executives and representatives.
A central part of the conference was an open dialogue with the ERC, during which distribution utility representatives raised questions, sought clarification on regulatory matters and shared concerns and experiences from their respective areas.
Ocampo stressed the need for cooperation among distribution utilities, regulators and other industry stakeholders in addressing the sector’s challenges.
“The power industry is facing challenges that cannot be addressed by one sector alone,” Ocampo said, emphasizing continued cooperation and the exchange of experiences toward practical solutions.
Castro highlighted the importance of innovation and resilience as the power sector prepares for increasing energy requirements.
“Powering the future requires us to think ahead, embrace smarter technologies, and continuously improve the way we deliver electricity to our communities,” Castro said.
He also emphasized the role of reliable power infrastructure in supporting communities, businesses and economic growth in the Visayas.
“For us in the Visayas, reliability and resilience are not simply industry goals. They directly affect our communities, businesses, and the continued growth of our region,” Castro added.
Service reliability is also an obligation under Negros Power’s franchise law, Republic Act No. 12011, which requires the company to reduce the frequency and duration of network interruptions in accordance with ERC standards.
The conference concluded with industry stakeholders reaffirming the importance of collaboration, innovation, infrastructure development and stronger regulatory dialogue in building a more reliable and resilient power system.
