BACOLOD CITY – The Province of Negros Occidental has achieved another milestone in digital innovation after Governor Eugenio Jose Lacson signed a Memorandum of Agreement (MOA) with LayerTech Software Labs Inc., making the province the company’s first local government global partner.
The partnership, established through the Negros Occidental Language and Information Technology Center (NOLITC), aims to enhance digital training and capacity-building initiatives across the province.
LayerTech CEO Maria Jhian Sangil said the collaboration with NOLITC marks the beginning of a pioneering global initiative.
“We are providing all learning materials to NOLITC for free, and tomorrow, we will train its facilitators to become accredited trainers of the program,” she said.
Under the MOA, NOLITC will implement the Public Data Analytics Course, Harnessing the Power of the Digital Economy for MSMEs, and the Learn2Code: Coding Out of Poverty Program.
As an official LayerTech training partner, NOLITC will be authorized to conduct these programs and issue globally recognized certificates.
Sangil added that LayerTech will endorse its accredited partners to global clients for training, certification, and funding opportunities.
Governor Lacson expressed his gratitude for the partnership and said he hopes Negros Occidental “could be at par with other international partners” in advancing technology education.
LayerTech, a global IT education and software development company, has been implementing output-based training since 2020 in partnership with international organizations and private institutions such as chambers of commerce.
The company has also conducted similar programs in countries including Papua New Guinea, Armenia, and several Arab nations.
Present during the MOA signing were Provincial Legal Officer Atty. Alberto Nellas II and NOLITC Administrator Dr. Ma. Cristina Orbecido.
