TALISAY CITY – The Negros Occidental Provincial Development Council (PDC) has approved a PHP 1.34 billion development fund for 2026 to boost infrastructure, social services, and sustainable growth in the province.
The PDC approved the allocation during its third-quarter meeting Thursday at Nature’s Village Resort in Talisay City, presided over by Governor Eugenio Jose Lacson.
Of the total amount, PHP 386 million will go to the province’s loan amortization, while PHP 954.5 million has been earmarked for development projects.
These include improvements in infrastructure and road networks, healthcare services, environmental management initiatives, and agricultural support programs.
“This is not just about numbers on paper,” Lacson said during the meeting.
“The development fund represents our continuing commitment to bring tangible improvements in the lives of Negrenses, especially in areas where government support is most needed,” he added.
Provincial Administrator Atty. Rayfrando Diaz II said the projects under the 2026 fund will be aligned with the Provincial Development and Physical Framework Plan to ensure that investments address both immediate needs and long-term growth.
“We are looking at projects that will have multiplier effects—creating jobs, supporting local industries, and strengthening resilience to climate and economic challenges,” he said.
He also underscored the importance of allocating funds for healthcare, citing lessons learned during the pandemic.
“We cannot neglect our hospitals and frontline health facilities. These must always be ready to respond to emergencies,” he said.
The PDC’s approval of the 2026 fund came a day after the province unveiled its proposed PHP 2.118 billion Supplemental Annual Investment Program (AIP) for next year.
“This investment is crucial for the continued development of Negros Occidental,” Diaz said.
He added that improved infrastructure will not only ease transportation but also attract more investments and opportunities for constituents.
Lacson endorsed the proposal for submission to the Sangguniang Panlalawigan (SP) for final approval.
The meeting was also attended by Vice Governor Jose Benito Alonso, Provincial Board members, and mayors from various local government units.
Aside from the 2026 plan, the PDC also cleared a PHP 437.66 million Supplemental AIP for 2025.
This allocation will also undergo review by the SP, the Department of Budget and Management, and other national agencies.
Lacson stressed the importance of maximizing the impact of these investments.
“We are committed to ensuring that these funds are utilized efficiently and effectively to benefit the people of Negros Occidental,” he said.
The meeting also acknowledged the province’s 14 newly elected mayors, welcoming them to their new roles in shaping local development.
