ROXAS CITY, Capiz — A man tagged as the No. 1 most wanted person by several police units in Metro Manila was arrested Monday noon, June 1, during a manhunt operation in Barangay Sta. Cruz, Ivisan, Capiz.
Police identified the suspect as Ryan Jay Carpio y Hilario, 36, jobless, a temporary resident of Sitio Palanas, Barangay Basiao, Ivisan, Capiz, and a resident of 10A Banana St., Purok 3, New Lower Bicutan, Taguig City.
Police said Carpio was listed as the No. 1 regional most wanted person of the National Capital Region Police Office, the No. 1 provincial most wanted person in the National Capital Region, the No. 1 municipal most wanted person in Taguig City, and the No. 1 most wanted person of the Highway Patrol Group.
The operation was led by Police Capt. Pedro Macababad Jr., team leader, together with the Warrant and Subpoena Unit of the Muntinlupa City Police Station.
The operation was conducted under Police Lt. Rowaldo Bermudez, officer-in-charge of the Capiz Provincial Intelligence Team.
Also joining the operation were members of the 62nd Special Action Company of the PNP Special Action Force, led by Police Capt. Herbert Aowes, and personnel of the Regional Highway Patrol Unit 6 Intelligence and Investigation Division, the Taguig City Police Station, and the Ivisan Municipal Police Station.
The operation was conducted under the supervision of Police Col. Jaycon Ramos.
Carpio is wanted for alleged violation of Section 3 of Republic Act No. 10883, or the Anti-Carnapping Act of 2016, and murder under Article 248 of the Revised Penal Code.
No bail was recommended for his temporary liberty.
The arrest warrant was issued by Judge Marivic Cudilla Vitor of the Regional Trial Court Branch 266 in Taguig City, National Capital Region, on Sept. 17, 2025.
Police said Carpio’s whereabouts were traced through their intelligence network.
Carpio is in the custody of the Ivisan Municipal Police Station for proper disposition and court referral.
