Most Filipinos satisfied with House, Senate and Supreme Court

Nearly seven in 10 Filipinos, or 68 percent, are satisfied with the performance of their congressional district representatives, according to the August 2025 national survey by independent pollster WR Numero.
The survey found that satisfaction with the House of Representatives dipped slightly, while ratings for the Senate and the Supreme Court improved.
The Philippine Public Opinion Monitor measured public satisfaction with legislative district representatives, the House, the Senate and the Supreme Court after the Supreme Court’s ruling on the impeachment of Vice President Sara Duterte and following President Ferdinand “Bongbong” Marcos Jr.’s State of the Nation Address.
For individual district representatives, 68 percent of Filipinos said they were satisfied, 18 percent were unsure, 7 percent were dissatisfied, and another 7 percent did not know their district representative.

Approval for the House of Representatives as a whole slipped to 44 percent, down four points from April 2025, while dissatisfaction fell to 22 percent from 27 percent. One in three Filipinos said they were unsure of their assessment.
By political faction, satisfaction with the House was highest among pro-Marcos supporters at 63 percent, followed by those aligned with opposition leaders such as Naga City Mayor Leni Robredo and Sen. Risa Hontiveros at 49 percent. Dissatisfaction was highest among pro-Duterte supporters.
Among Filipinos with no factional alignment, 44 percent were unsure of their assessment, 38 percent were satisfied, and 18 percent were dissatisfied.

Satisfaction with the Senate rose to 49 percent in August from 44 percent in April, while dissatisfaction fell to 19 percent from 26 percent. Nearly a third of respondents remained undecided.
Approval of the Senate was highest among pro-Marcos supporters at 64 percent and opposition supporters at 59 percent. Disapproval was highest among pro-Duterte supporters at 23 percent.

The Supreme Court’s approval jumped to 58 percent, up nine points from April, while dissatisfaction fell to 14 percent from 25 percent. About 27 percent remained undecided.
Satisfaction with the High Court was highest among pro-Marcos supporters at 72 percent, while dissatisfaction was highest among opposition supporters at 21 percent.
The survey, conducted from July 29 to Aug. 6, 2025, used face-to-face interviews with 1,418 nationally representative respondents.
The results form part of WR Numero’s Philippine Public Opinion Monitor, Volume 2025, Issue 4, which also covers public views on the performance of Marcos and Duterte, the president’s SONA, the vice president’s impeachment, and Filipinos’ policy priorities.
