BACOLOD City – A resident of Barangay Magallon Cadre, Moises Padilla town accused a member of the Sanggunian Bayan and his companion of allegedly mauling him for no reason at all.
Ruperto Capistrano, 52, told Daily Guardian that Councilor Fred Bangcaya and an unidentified person ganged up on him Tuesday evening in the said barangay.
Capistrano said he went out Tuesday evening to fetch his son who was playing basketball nearby. He was passing by a group talking when he heard his wife’s name being mentioned.
Capistrano said he decided to talk to the group and saw Bangcaya and asked what the matter was. But he said that the latter accosted him and a heated argument ensued between them.
Capitrano said he was allegedly provoked by Bangcaya and decided to leave but the latter reportedly hit him from behind until he fell to the ground.
He said he tried to hit back but someone held him back. The owner of a store nearby mediated and helped him get up.
Capistrano further claimed that when the police arrived, he was the one who was brought to the police station and not the councilor.
“Ako ya ang ginkastigo ako ya gindala sa police station indi sa clinic para mabulong mga pilas ko,” he lamented.
His medical certificate indicated injuries mostly on his face.
Capistrano claimed that Bangcaya’s wife, who is the village chief in their area, allegedly badmouthed his wife who tested negative for COVID-19.
Capistrano, who had the incident recorded with the police station, said he is mulling to file charges against the councilor before the Department of Interior and Local Government for abuse of authority, conduct unbecoming as well as physical injuries and threats.
He claimed that Bangcaya, who also went to the police station told him that they have another boxing round once his wounds heal.
Daily Guardian is still trying to get Bangcaya’s side.
