Mobile CRS expands access in Guimaras

For many Guimaras residents, securing a birth, marriage or death certificate often means traveling long distances, spending on transportation and taking time away from work or family.
In the first quarter of 2026, the Philippine Statistics Authority Guimaras Provincial Statistical Office, in coordination with the PSA Regional Statistical Services Office VI, brought civil registry services directly to communities through a series of Mobile Civil Registry System activities.
The PSA Civil Registry System issues copies of birth, marriage and death certificates, as well as Certificates of No Marriage Record, or CENOMAR, helping make core civil registry documents more accessible to the public.
“These initiatives were conducted upon the request of PSA Guimaras to make civil registry services more accessible, allowing residents to secure their Security Paper (SECPA) copies of civil registry documents without traveling far from their municipalities,” Provincial Statistics Officer Nelida B. Losare said.
The first Mobile CRS operation for 2026 was held Jan. 9, 2026, in Buenavista at the request of Municipal Civil Registrar Elma F. Zaldivar.
“The activity coincided with the opening of the 19th Palayag Festival 2026, allowing festival-goers to transact while enjoying the celebration,” Losare said.
A total of 196 clients were served, and 384 SECPA documents were released, generating PHP 45,860.00 in collections.
Another Mobile CRS activity was conducted Jan. 30, 2026, at the PSA Guimaras Provincial Statistical Office.
Clients from various municipalities visited the provincial office to request documents, and by the end of the day, 196 clients had been served and 545 SECPA copies had been released, generating PHP 64,980.00 in collections.
On Feb. 14, 2026, the Mobile CRS team served Sibunag at the request of Municipal Civil Registrar Sue Ann E. Noble.
The activity served 182 clients and released 408 SECPA documents, generating PHP 53,165.00 in collections.
The quarter concluded with a two-day Mobile CRS activity on March 13–14, 2026, at the Nueva Valencia Multi-Purpose Cooperative.
Under Losare’s leadership and with the support of Registration Officer II Grace Buenasalbas, both CRS and National ID services were delivered during the activity.
Cooperative Manager Josefa Gapasangra provided the venue free of charge.
Over the two days, 209 clients were served, 510 SECPA documents were released, and collections totaled PHP 54,355.00.
Overall, the four Mobile CRS activities conducted in the first quarter of 2026 served 783 clients, released 1,847 SECPA documents, and generated PHP 218,360.00 in collections.
“This achievement highlights PSA Guimaras’ commitment to bringing vital civil registry services closer to the people while ensuring convenience, accessibility, and efficiency,” Losare said.
All first-quarter Mobile CRS activities were made possible through the guidance and support of PSA Regional Director Nelida C. Amolar and the dedication of the Regional Office VI Mobile CRS team.
Losare also emphasized that civil registry documents are essential for accessing government services, education and employment, making these Mobile CRS activities especially valuable to communities.
“By bringing services directly to the people, PSA Guimaras successfully reduced travel time, minimized costs, and ensured that vital civil registry documents are accessible to communities across the province,” Losare said.
“More than just issuing documents, the Mobile CRS activities strengthened public trust, highlighted government responsiveness, and demonstrated PSA’s clear commitment to serving the people where they live,” Losare added.
