Meralco PowerGen Corporation (MGEN) has named Engr. Erick C. Cabarrubias as Cebu Site Head, effective January 1, 2026, to lead the company’s thermal operations in the province.
In his new role, Engr. Cabarrubias will oversee operations at Cebu Energy Development Corporation (CEDC) and Toledo Power Co. (TPC), both located in Toledo City, Cebu. His appointment is part of MGEN’s strategic move to strengthen operational reliability and performance across its generation facilities.
Cabarrubias previously served as Deputy Site Head for Cebu thermal operations. During his tenure, he played a key role in ensuring continuity and enhancing operational performance at the sites.
With a strong technical background and extensive operational experience, Cabarrubias is expected to guide MGEN Thermal Cebu as it advances its strategic goals and performance priorities.
He succeeds Engr. Leah G. Diaz, who dedicated over three decades to the growth and success of MGEN Thermal Cebu. Diaz will continue to support the team as Stakeholders Management Consultant to ensure a smooth leadership transition.
MGEN Thermal President and CEO Felino M. Bernardo welcomed the appointment, stating, “This appointment reaffirms our confidence in the leadership team to uphold operational reliability, ensure safety, and strengthen our performance culture during this transition. CEDC operates a 219.7 MW clean coal-fired power plant using Circulating Fluidized Bed (CFB) technology.
It was the country’s first commercial facility of its kind, beginning operations in February 2011.
The plant supports transitional energy efforts by balancing power needs with reduced environmental impact.
TPC, meanwhile, manages a 73.7 MW coal-fired plant in Daanlungsod and a 38 MW diesel-fired facility in Carmen.
Both plants serve Toledo City’s energy demands, powering sectors such as mining, retail, banking, and hospitality.
As of October 2025, MGEN’s total net sellable capacity across traditional and renewable energy sources reached 5,079.2 MW.
Its portfolio includes assets under MGEN Thermal, MGEN Renewables, and MGEN Natural Gas, as well as international and domestic investments in LNG and solar ventures.
