The victim was identified as Raymond Dela Torre of Ma-ao Barrio, Bago City, Negros Occidental.
Police Major Eugene Tolentino, head of Police Station 2, said the victim was sitting on a chair during his break when an unidentified person approached and shot him once in the forehead at close range.
The suspect fled on a motorcycle.
Before the incident, the suspect was seen sitting on his parked motorcycle for several hours, talking on a cellphone.
