The Land Transportation Office (LTO) has revoked the license of a motorcycle rider who challenged an enforcer to a fistfight and made threatening remarks during a lawful traffic apprehension on General Luna Street, Iloilo City.
The sanction was confirmed in a resolution by LTO Chief Assistant Secretary Vigor D. Mendoza II, following the February 17, 2025, incident in which the rider defied a traffic stop and displayed hostile behavior toward the enforcer.
The rider, identified as Servano, was flagged down by an LTO-6 enforcer for a traffic violation.
Instead of complying, he attempted to evade the stop and later confronted the officer with threats and unprovoked aggression.
In his recommendation, LTO-6 Regional Director Gaudioso P. Geduspan II found Servano’s actions to be a violation of Republic Act No. 4136, specifically Section 27, which allows the LTO to revoke the licenses of individuals deemed unfit to drive.
“(Rider’s) defiance and threatening conduct, including hostile remarks against the apprehending officer, constitute a blatant disregard for lawful authority and public safety,” Geduspan stated.
The resolution emphasized that all motorists are legally required to comply with traffic stops and present valid documents, including a driver’s license and vehicle registration.
It also stated that confrontational behavior undermines law enforcement and demonstrates a temperament incompatible with responsible driving.
As a result, Servano’s license has been revoked, and he is barred from reapplying for two years.
He was also ordered to immediately surrender his license to the LTO Regional Office VI.
If caught driving during the revocation period, he will be treated as an unlicensed driver, and any vehicle in his control will be impounded.
“This should serve as a stern reminder that no one is above the law,” said LTO-6 Assistant Regional Director Jeck D. Conlu.
“Respect for traffic rules and lawful authorities is non-negotiable in our collective mission to make roads safer,” he added.
