LTO-NIR warns commuters against colorum vehicles
By Glazyl M. Jopson

BACOLOD CITY — The Land Transportation Office-Negros Island Region (LTO-NIR) has urged commuters across the region to avoid colorum and unauthorized public utility vehicles (PUVs) amid an increase in unauthorized public transport activities in recent months.
In a statement, LTO-NIR Director Jeck Conlu stressed that unauthorized vehicles pose risks to the riding public.
Conlu strongly advised commuters to use only legal, franchise-compliant, and registered transportation services.
“Delikado gid. Riding colorum or unauthorized vehicles simply isn’t worth risking your safety,” he said.
Agency records showed that enforcement personnel apprehended about 60 colorum motor vehicles operating without the necessary franchises or permits from January through Sept. 30.
Of the apprehended vehicles, 54 were passenger vans and six were motorcycles used in illegal public transport operations.
LTO-NIR said colorum vehicles operate without government oversight and bypass mandatory safety standards, roadworthiness inspections, and registration requirements.
The agency said these unauthorized units compromise road safety and undermine legal, accredited transport providers that comply with government regulations.
Under current registration rules, PUVs must have a valid franchise confirmed by the Land Transportation Franchising and Regulatory Board before they may be registered or reclassified as vehicles for hire.
LTO-NIR said its field enforcement drives, vehicle inspections, and interagency anti-colorum operations cover Negros Occidental, Negros Oriental, and Siquijor.
The agency reaffirmed that enforcement operations would continue to protect passengers and legitimate transport operators.
Drivers, vehicle owners, and operators were reminded to secure the necessary permits and authorizations before offering public transport services.
The agency also encouraged the public to report suspected colorum operations to the nearest LTO office or through its official communication channels.
