The Land Transportation Office–Region VI (LTO-6) based in Iloilo City has issued a show cause order to the registered owner of a passenger jeepney caught on video emitting thick black smoke while operating in the city.
Regional Director Atty. Gaudioso P. Geduspan II directed the agency’s Intelligence and Investigation Unit, led by Unit Chief Shiela Mae C. Alulod, to issue the order after a concerned citizen filed a complaint.
The vehicle, bearing license plate FWA521, was recorded during regular operation, with the footage widely shared online and sparking public concern over compliance with the Philippine Clean Air Act and LTO emission-testing regulations.
Under Republic Act 8749, or the Philippine Clean Air Act of 1999, smoke-belching is prohibited, and motor vehicles must undergo regular emission testing to meet air-quality standards.
The investigation will determine whether the registered owner exercised due diligence in maintaining the vehicle’s roadworthiness and environmental compliance, LTO-6 said.
In observance of due process, the order requires the registered owner to submit a written explanation within five calendar days from receipt, explaining why administrative or legal action should not be taken.
“We will not stop apprehending smoke-belching violators. We thank concerned citizens for helping the LTO identify and hold violators accountable,” Geduspan said.
Assistant Regional Director Jeck D. Conlu urged the public to submit photo or video evidence to expedite investigations.
“We encourage our netizens to report road abuses and other violations — provide proof like a photo so we can act quickly,” he said.
Depending on the outcome of the probe, the LTO may require the owner to present the jeepney for inspection at an accredited Motor Vehicle Inspection Center to verify roadworthiness and emissions compliance.
The agency cited Section 4(6) of Republic Act 4136, or the Land Transportation and Traffic Code, which empowers the Commissioner of Land Transportation or deputies to inspect any motor vehicle to determine whether it is unfit to operate.
