The Land Transportation Office Region 6 (LTO-6) has moved to disqualify a Negros Occidental motorist from obtaining a driver’s license after he posted a profanity-laced Facebook livestream containing veiled threats against an LTO enforcer who had cited him for multiple violations.
In a resolution, Regional Director Atty. Gaudioso P. Geduspan II approved the recommendation of Intelligence and Investigation Unit Head Shiela Mae Alulod to bar the rider from securing a license, effective immediately.
The action aligns with President Ferdinand Marcos Jr.’s directive to hold accountable motorists who harass or threaten law enforcers.
“It is hereby resolved and recommended that Mr. Christian Dave Lazanas Alit be disqualified from obtaining a driver’s license for exhibiting conduct unbecoming of a responsible motorist and for undermining the authority, morale, and public standing of duly deputized traffic enforcement personnel,” the resolution reads.
The rider was apprehended on April 4, 2025, in Barangay Mansilingan, Bacolod City, for driving without a valid license, operating an unregistered vehicle, and reckless driving.
On June 10, he paid PHP15,010 in penalties at the LTO Bacolod City District Office and retrieved his impounded motorcycle.
Minutes after the transaction, he went live on Facebook and delivered a profanity-filled tirade targeting the LTO enforcer, mentioning the officer by name and issuing hostile remarks.
He also referred to himself as “Black Barbie,” an alias he claimed LTO staff jokingly used during his visit.
The video raised concern within the agency for its potential to endanger the safety and tarnish the reputation of LTO personnel.
A Show Cause Order was issued on June 11, giving Alit five days to explain his actions.
In his written response, Alit claimed the video was meant to be humorous and that the LTO staff had viewed it in good spirits.
He said the atmosphere during his visit was light and that this influenced the tone of his post.
Despite his explanation, LTO-6 maintained that public threats and offensive remarks toward law enforcers are unacceptable.
Regardless of intent, the agency said the video conveyed hostility and undermined public respect for law enforcement.
“This constitutes harassment of an officer performing official duties,” Geduspan said.
“We will not tolerate intimidation of our enforcers.”
Assistant Regional Director Jeck D. Conlu said the agency’s response reflects LTO-6’s strict enforcement of national directives under DOTr Secretary Vince Dizon and LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II.
Under Chapter III, Article I, Section 27 of the Land Transportation and Traffic Code, the LTO director may suspend, revoke or disqualify a person from obtaining a license if the individual is found unfit to operate a motor vehicle or has committed acts that endanger the public.
The resolution stated that the rider’s behavior “does not reflect the conduct expected of responsible drivers” and that his actions undermined public confidence and the morale of LTO enforcement personnel.
By recommending disqualification, LTO-6 said it aims to reinforce standards of respect and professionalism in interactions between motorists and law enforcers.
“In view of the foregoing, it is hereby resolved and recommended that Mr. Christian Dave Lazanas Alit be disqualified from obtaining a driver’s license, effective immediately,” the resolution stated.
