The Land Transportation Office–Western Visayas will bar vehicles without valid, properly affixed license plates from traveling in Panay and Guimaras starting Oct. 15, 2025.
LTO-6 Regional Director Atty. Gaudioso P. Geduspan II issued a memorandum to strictly enforce the “No Plate, No Travel” policy, in compliance with the Land Transportation and Traffic Code, explicitly banning provisional, improvised and temporary plates.
Improvised plates will be permitted only with written authorization from the LTO office that processed a duplicate plate request, must bear the vehicle’s official plate number and the words “Improvised Plate” below it, and any unauthorized improvised or temporary plates will be penalized.
This regional order aligns with a nationwide LTO Central Office advisory, as LTO chief Assistant Secretary Vigor D. Mendoza II earlier said there is no longer a backlog in plate production, eliminating the need for improvised or temporary plates.
Violators face a fine of PHP 5,000 and confiscation of temporary or improvised plates, and vehicles with such plates will not be accepted for registration renewal.
Enforcement will be led by the Regional Law Enforcement Section in coordination with district offices and local law enforcement.
Director Geduspan and ARD Jeck D. Conlu, who also serves as LTO–Negros Island Region officer in charge–regional director, urged motorists to secure proper plates before the deadline and to coordinate with the nearest LTO district office for duplicate plate processing to avoid fines and travel disruptions.
