LANDBANK is enabling the efficient and secure digital processing of the PHP 10-per-liter fuel subsidy for public utility vehicles (PUVs) — specifically public utility jeepneys (PUJs) and UV Express units — under the National Government’s PHP 10-Per-Liter Fuel Subsidy Program, with real-time verification and recording of transactions at participating gasoline stations in Metro Manila.
The program provides immediate relief to PUV drivers and operators facing higher fuel costs while helping keep transport fares affordable for commuters.
Eligible PUVs may avail of the subsidy directly at participating stations through LANDBANK’s digital system, which ensures faster transactions and transparent, traceable records for gas station partners.
“Magandang scheme ito kasi, unang-una, wala nang gagawin ’yung mga driver.
Magkakarga lang kami at kukunin ’yung plate number, magbe-base na lang ang ating kahera sa resibong maikakarga.
Pinapasalamatan po natin ang DOE at LANDBANK dahil naisip po nila ang ganitong pamamaraan para makatulong sa ating mga driver,” said National Pasang Masda Vice President Jojo Martin.
The Fuel Subsidy System powered by LANDBANK automatically computes the PHP 10-per-liter subsidy from the fuel bill of eligible PUJs and UV Express units in real time.
It also tracks the remaining weekly subsidy balance, which is replenished every Monday.
The program will run for three months, with a maximum subsidy of PHP 1,500 per vehicle, covering up to 150 liters of fuel per week.
To ensure accurate validation of qualified PUVs and participating fuel outlets, the Land Transportation Franchising and Regulatory Board (LTFRB) and the Department of Energy (DOE) provide LANDBANK with the lists of eligible PUVs and gas stations, respectively, which are uploaded into the system.
This ensures that only qualified drivers or operators and accredited stations can transact under the subsidy program.
“Through our digital systems, we are making sure that the fuel subsidy is applied accurately, transparently, and without delay.
This allows drivers to immediately benefit from the subsidy while ensuring proper accountability for government funds,” said LANDBANK President and CEO Lynette V. Ortiz.
Gas station personnel use the Fuel Subsidy System, accessible via the LANDBANK Mobile Banking App, to enter the station code, plate number, liters dispensed and pump amount, which the platform checks in real time against the validated list of authorized PUVs and fuel stations, minimizing errors and preventing unauthorized claims.
Once the details are confirmed, the system applies the PHP 10-per-liter subsidy and updates the vehicle’s weekly limit.
LANDBANK generates end-of-day and consolidated reports that serve as the basis for timely reimbursement to gasoline station partners.
“With the convergence of these government agencies, in one week’s time, na-rollout ang isang bagong programa ng gobyerno para sa pangangailangan ng ating transportation sector.
It is a good demonstration of the whole-of-government approach because, if we all work together, we can make things happen,” said DOE Secretary Sharon S. Garin.
“Kung wala ang LANDBANK, wala ito.
The IT component of this program looks simple, but we understand the back-end work that has to be done in order to get this running within just a few days,” said LTFRB Chairperson Atty. Vigor D. Mendoza II.
The PHP 10-Per-Liter Fuel Subsidy Program is implemented through a whole-of-government approach led by the Department of Transportation (DOTr) and the LTFRB, in coordination with the DOE, the Department of Information and Communications Technology (DICT), and LANDBANK, which provides the secure digital payment system supporting the program.
“It is really an important collaboration between the government and the private sector.
This subsidy is from the government, and we are just an instrument.
But for us, it is a social responsibility as well to help the most vulnerable sectors, especially in this time of crisis,” said Seaoil Gas Station Operator and Dealer Ronald Espinoza.
The program is part of the broader Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) of the National Government, which includes cash assistance for PUV and transport network vehicle service (TNVS) drivers, reduced rail fares, toll concessions, and the Service Contracting Program, which was launched on April 15, 2026.
