Partido Manggagawa (PM) has called for systemic political and governance reforms in the Philippines, warning that merely replacing top officials implicated in corruption will not address the country’s deep-rooted inequality and elite dominance.
The statement comes amid public outrage over the alleged flood control project scam involving members of Congress, including Senate President Francis “Chiz” Escudero and House Speaker Martin Romualdez.
“Even if today’s lawmakers… step down from their posts, their lives will remain secured by wealth, privilege, and political networks,” PM said in its statement.
In contrast, the group noted, millions of Filipino workers continue to struggle under low wages, contractual jobs, inadequate public services, and weak social protection.
“This glaring divide shows why cosmetic changes in leadership, even at the highest levels, are not enough,” said PM Chair Renato Magtubo.
“Beyond sending incorrigible crooks in government to jail, the country needs deeper governance and political reforms that dismantle elite domination and put the real majority—workers, farmers, and ordinary citizens—at the center of decision-making,” he added.
The group outlined key reforms, starting with an anti-dynasty law and campaign finance overhaul to curb political family dominance and corporate influence.
PM also called for stronger labor rights that guarantee living wages, job security, full employment, and freedom of association.
The group pushed for more transparent and accountable governance systems to prevent corruption and misuse of public funds.
Inclusive policy-making platforms that amplify the voices of workers and marginalized sectors were also emphasized as essential for genuine democratic participation.
PM further proposed a progressive tax system, including a wealth tax, to finance universal social protection and generate sustainable employment.
“These reforms are not just about changing politicians,” the group added.
“They are about changing the system so that public service means serving the people, not protecting elite interests,” PM said.
PM announced it will join the Simbahan at Komunidad Laban sa Katiwalian coalition in the Trillion Peso March on September 21 at the People Power Monument.
