Kabankalan opens Visayas’ first LGU-operated PSA CRS outlet
KABANKALAN CITY, Negros Occidental — The Philippine Statistics Authority and the Kabankalan City government inaugurated the first local government unit-operated Civil Registry System outlet in the Visayas on July 29.
The Kabankalan City PSA LGU-Operated CRS Outlet was established through a partnership between the PSA and the city government through its City Civil Registry Office.
Located beside the City Civil Registry Office at Kabankalan City Hall, the outlet will give residents of Kabankalan and neighboring municipalities more convenient access to PSA-issued civil registry documents.
City Administrator Mac Lord O. Zafra highlighted the partnership’s role in improving the delivery of frontline government services during his welcome remarks.
Mayor Benjie M. Miranda and Vice Mayor Divina Gracia S. Miranda delivered messages of support and reaffirmed the city government’s commitment to bringing essential public services closer to residents.
Deputy National Statistician Minerva Eloisa P. Esquivias and Assistant National Statistician Marizza B. Grande represented the PSA at the inauguration.
Esquivias and Grande said expanding LGU-operated CRS outlets supports the agency’s vision of faster, more accessible and citizen-centered public service nationwide.
John F. Campomanes, officer-in-charge regional director of the PSA in the Negros Island Region, praised the partnership between the agency and the local government.
Campomanes called the milestone a significant leap forward in improving civil registration services across the region.
The ceremony culminated in a ribbon-cutting led by city officials and PSA dignitaries.
Representatives from local civil registry offices in Negros Occidental and other invited guests also attended the opening.
The outlet will process requests for birth, marriage and death certificates.
It will also issue Certificates of No Marriage, or CENOMAR, and Certificates of No Death, or CENODEATH.
The PSA said the facility is expected to streamline document issuance and reduce the travel time of applicants from Kabankalan and nearby localities.
The agency said the Visayas’ first LGU-operated CRS outlet reflects its continuing partnership with the Kabankalan government to provide accessible, inclusive and responsive civil registration services.
The PSA Negros Occidental Provincial Statistical Office issued the announcement on July 30 under Reference No. PR2026-07-1845-147.
The press release was approved by Diesah S. Biaoco, supervising statistical specialist and officer-in-charge of the PSA Negros Occidental Provincial Statistical Office.
