Police Major Richard Fajarito, head of Police Station 3, said Constancio was digging into the well that had dried up to look for water when he accidentally let go of the rope he was holding on to.
A shovel was found in the well, Fajarito added.
It took two hours before the victim was rescued.
Rescuers had to use an air compressor for support before retrieving the victim, Fajarito said.
The station commander said Constancio might have died from suffocation.
