The Jalandoni Flyover, which straddles Jalandoni and General Luna streets in City Proper, will be closed nightly for 30 days from Feb. 21 to March 21 to allow immediate repair of potholes and chipped concrete sections.
The City Council on Feb. 18 approved the closure from 8 p.m. to 5 a.m., following a request from the project contractors and the Department of Public Works and Highways-6.
A rehabilitation and major repair project for the flyover, including asphalt patching and overlay works, began Sept. 22, 2025.
The PHP 77-million project is being undertaken through a joint venture between A.D. Pendon Construction and Supply Inc. and Monolithic Construction and Concrete Products Inc.
During construction, one lane heading toward City Proper was temporarily closed and reopened on Nov. 11, while the remaining lane toward Molo was also temporarily closed the same day to facilitate project implementation.
Patching activities were completed Dec. 22, and the flyover was reopened to traffic Dec. 29.
However, a joint inspection conducted by DPWH-6 on Jan. 18 and Feb. 4, 2026, found several deficiencies that must be corrected before final acceptance and turnover of the project.
DPWH-6 Director Denise Maria Ayag said an assessment of the road surface showed minor scaling and potholes, likely caused by heavy rainfall.
To manage vehicle speed and ensure safety, temporary traffic signs, including “slow down” and “keep distance,” have been installed.
The contractors said the rectification work includes removing and replacing affected pavement sections with loose and shiny surface conditions, applying an additional protective paint coating on railings, and properly installing rubber strips along panel joints.
“The execution of the above rectification works will directly affect traffic operations along the Jalandoni Flyover and may pose safety risks if undertaken under normal traffic conditions,” the contractors said.
“Accordingly, controlled access and temporary traffic restrictions are necessary to ensure the safety of motorists, pedestrians, and construction personnel, and to allow the proper and efficient completion of required works,” they added.
