Instructor Melchor “Bilog” P. Licera Jr. of the Iloilo State University of Fisheries Science and Technology (ISUFST) has completed a 21-day automotive training program at Honam Vocational College in South Korea.
The training, held from April 19 to May 11, 2025, was supported by Rotary International under its annual VTT Automotive Program.
Licera returned to ISUFST on May 11 eager to apply what he learned and share it with his students and peers.
“The past days have been challenging and inspiring,” Licera said.
“Despite the language gap, we learned well thanks to our passionate Korean instructors and great facilities. Every day here is a reminder of how far hard work and lifelong learning can go.”
He described the experience as both enriching and eye-opening, highlighting his hands-on exposure to advanced diagnostic tools and hybrid and electric vehicle technologies.
Licera said the training gave him insight into modern engine systems that improve vehicle performance, fuel efficiency, and emissions control.
“It was a great opportunity to explore the latest automotive technologies and teaching methods,” he said.
He noted a stark contrast between traditional Philippine instruction and the advanced approaches used in South Korea.
“We need to refresh our knowledge and teaching techniques constantly,” he said, stressing that access to modern tools creates a more effective and engaging learning environment.
Licera plans to integrate modules on modern engine systems, diagnostics, and hybrid/electric vehicle technologies into ISUFST’s Bachelor of Industrial Technology (BIndTech) curriculum.
He also aims to conduct training sessions for fellow automotive instructors in Iloilo.
Licera is focused on improving ISUFST’s automotive laboratory to meet international standards, particularly in line with CHED Memorandum Order No. 13, Series of 2023, which aims to align BIndTech programs with global benchmarks.
“There is a strong need in the Philippines for updates in equipment and tools to fully maximize students’ learning potential,” he said.
He emphasized the value of future global partnerships and mentoring others who may participate in similar VTT programs.
ISUFST President Dr. Nordy Siason Jr. commended Licera’s achievements and thanked Rotary International for its support.
“We are grateful for Rotary’s continued partnership, which allows our faculty members like Instructor Licera to engage in international learning experiences,” Dr. Siason said.
“His training in South Korea exemplifies the global collaboration that enriches our academic community.”
Dr. Siason encouraged Licera to share his knowledge with faculty, students, and stakeholders to strengthen the university’s automotive program and inspire academic excellence.
He also expressed hope that more ISUFST faculty and students will take part in similar international programs to help elevate the institution’s global competitiveness.
Licera and his colleagues are committed to improving automotive education in Iloilo through hands-on learning, updated facilities, and continuous professional development.
His participation in the Rotary-funded training underscores the importance of international collaboration in advancing technical education in the Philippines.
