ISABELA, Negros Occidental — The Philippine Statistics Authority’s Negros Occidental Provincial Statistical Office convened Isabela’s Municipal Community-Based Monitoring System Coordinating Board on June 25, 2026, to prepare the local government unit for the full implementation of the 2027 CBMS.
The meeting focused on defining the roles and responsibilities of coordinating board members and strengthening the municipality’s operational readiness for the data-gathering program.
Mayor Miguel Angelo G. Yulo, chairperson of the municipal CBMS Coordinating Board, presided over the activity.
The PSA reported that 17 municipal board members, office heads, and staff attended the meeting, including three agency personnel.
The presentation covered the CBMS framework’s legal bases, objectives, scope, and implementation coverage.
Participants also discussed how the LGU would operationalize the system, the data items that could be collected, and the indicative date for data collection.
The meeting emphasized the responsibilities of each participating office and the importance of collaboration between the PSA and the LGU in conducting systematic data collection, managing logistical operations efficiently, and complying with CBMS standards and PSA protocols.
Officials also discussed capacity-strengthening activities offered by the PSA to local governments.
Separate briefings covered map research activities, the Statistical Survey Review and Clearance System, and the 2026 Updating of the List of Agriculture Farms.
Statistical Specialist II Fredimar M. Gonzales presented the coordinating board’s terms of reference, emphasizing the members’ roles and encouraging their support for the smooth implementation of the 2027 CBMS.
Republic Act No. 11315, or the Community-Based Monitoring System Act, was signed into law on April 17, 2019. It established the CBMS to produce updated and disaggregated information for beneficiary targeting, poverty analysis, needs prioritization, policy development, and program monitoring. The law designated the PSA as the lead agency for its implementation.
The PSA said the Isabela convening represented a joint effort to strengthen local-level statistics and support community empowerment, crisis response, poverty reduction, and the delivery of social protection programs.
