The Iloilo River Esplanade is a landmark urban development in Iloilo City, Philippines.
It represents a successful collaboration among stakeholders to address environmental degradation and achieve sustainable development.
The transformation of once-polluted riverbanks into a well-maintained, tree-lined promenade not only enhanced the city’s aesthetics but also preserved the river’s ecosystem.
The esplanade was conceived in response to years of pollution in the Iloilo River, which suffered from industrial waste and improper disposal.
The effort began with the Iloilo River Master Plan, formulated in 2003 under the guidance of the Iloilo River Development Council, to engage stakeholders and revive the river.
The Department of Environment and Natural Resources Region 6 played a pivotal role in the progress of the Iloilo River Rehabilitation Project.
The city government partnered with DENR 6 to emphasize compliance with the easement law, with river easement surveys conducted by the Land Management Service — now the Surveys and Mapping Division.
The Iloilo City government, in leading the project, coordinated with national agencies and established the Iloilo River Development Council, later renamed the Iloilo Batiano River Development Council.
This expansion aimed to include surrounding areas, such as Oton, in the development and rehabilitation efforts.
The council, chaired by the city mayor, facilitated coordination among LGUs, agencies, and stakeholders for the Iloilo-Batiano rivers’ restoration.
National agencies contributed significantly to the project.
The Philippine Ports Authority removed derelict ships from the river.
The Department of Public Works and Highways dredged the river, clearing it of tons of silt, trash, sludge, dead vegetation, and other debris.
The Bureau of Fisheries and Aquatic Resources dismantled illegal fishpens and, after the river’s recovery from near biological death, released thousands of fingerlings into the waters.
Over 2 million mangrove seedlings and propagules were planted along the riverbanks, revitalizing the river’s edge.
The thriving mangroves even boosted real property values along the river, making the area highly marketable.
Inspired by Iloilo’s success, similar projects have been launched across Panay, including: the Dumangas Coastal Sustainable Development Program; Panay River Basin Rehabilitation and Development Project; Malandog River Rehabilitation and Development Program; Aklan River Rehabilitation Project; and the Boracay-Caticlan Sustainable Development Council.
Today, the Iloilo River Esplanade is a popular destination for locals and tourists.
It serves as a vibrant gathering place for families, friends, and fitness enthusiasts who enjoy the scenic views and fresh air.
The esplanade regularly hosts cultural events, concerts, and festivals, strengthening civic pride and community spirit.
Its popularity has spurred the growth of nearby businesses, including restaurants, souvenir shops, and recreational venues.
The Iloilo River Esplanade stands as a model for urban renewal and environmental stewardship.
