The Sangguniang Panlalawigan of Iloilo has approved a new ordinance institutionalizing community-based anti-drug units across the province.
During its regular session on May 5, the provincial board unanimously passed Provincial Ordinance No. 2026-350, titled “An Ordinance Strengthening the Campaign Against Illegal Drugs in the Province of Iloilo by Organizing the Barangay Bantay Droga, Prescribing Their Duties and Functions, Providing Funds Therefor, and for Other Purposes.”
The ordinance institutionalizes Barangay Bantay Droga (BBD) units in communities across Iloilo to support anti-drug monitoring, prevention, reporting, and rehabilitation efforts at the grassroots level.
The measure was authored by 2nd District Board Member June S. Mondejar, sponsored by Board Member Rolando B. Distura, and co-sponsored by Board Members Rolito C. Cajilig and Nielito C. Tupas.
In a social media post following the ordinance’s approval, Mondejar described the measure as a “landmark” initiative that would strengthen community involvement in maintaining peace and order.
“With clear functions and dedicated support, the BBD becomes a vital force in safeguarding our neighborhoods and protecting our future. More than policy, this is a commitment to safer homes, empowered communities, and accountable service,” Mondejar said.
The newly approved ordinance builds on an earlier proposal discussed by the provincial board on April 21 that sought to provide cash rewards to individuals whose tips lead to the arrest and filing of cases against suspected drug personalities in barangays.
Under the proposed incentive system, informants may receive at least PHP 10,000 for information leading to the arrest of a resident involved in illegal drugs, PHP 20,000 for tips leading to the arrest of a barangay kagawad or Sangguniang Kabataan official, and PHP 30,000 for information resulting in the arrest of a barangay captain.
The reward will be released only after a formal case has been filed against the reported individual.
Mondejar earlier said the ordinance adopts a “whole-of-barangay approach” by mobilizing barangay officials, youth leaders, volunteer workers, barangay tanods, health workers, daycare workers, transport groups, and civil society organizations to assist authorities in anti-drug efforts.
He added that while Barangay Anti-Drug Abuse Councils already exist under national policy, illegal drug activities persist in some communities, underscoring the need for stronger, more coordinated local mechanisms.
